Minutes of the Town Projects Meeting held on 26 th October 2010 in the Council Chamber, Council Offices, Windmill Lane, Northam at 10.00am

 

Present: Cllrs Miller (Chairman), Mrs Whittaker, Edwards, Hames, Osborne, Langton, Robinson and Tisdale

In attendance: Mrs Jane Mills, Town Clerk

1010/365 Chairman's announcements

The Chairman advised that there will be a Carol Service in the Square on 11 th December with the schools, the Appledore Band and refreshments.

To consider improvements to Anchor Park.

It was agreed to bring this matter forward from item 16 on the Agenda.

Mr Avery gave a talk on improvement plans and it was resolved to pay the additional expenditure on the work already done.

1010/367 Declarations of interest

Members were reminded that all interests should be declared prior to the item being discussed.

 

1010/368 To agree the Agenda as published

It was resolved to move item 9 on the Agenda to Part B

 

1010/369 To confirm and sign the minutes of the Town Projects Meeting held on 3rd September 2010

There were no items referred

 

1010/370 To consider update on appointment of maintenance staff and discussion on work schedule

It was resolved that Cllrs Miller and Langton with the Clerk would finalise the pattern of hours and the contract and work schedules.

 

1010/371 To consider Seagate Car Park and correspondence

Correspondence was received regarding use of the car park; further discussions now need to take place with how to progress the situation.

 

1010/372 To consider update on Northam Hall:

•  Opening Event

•  Gents Toilets

•  Public Toilet

This item is moved to Part B

 

1010/373 To consider an update on the Burrough Farm

•  Allotments: and correspondence

Correspondence was received re sheds and/or a communal building. The Council had already agreed it was not opposed to a communal building and the Clerk would investigate further with Torridge regarding sheds, which would be no larger than 6'x4'

 

•  Quotes for work

Cllr Mrs Whittaker declared a prejudicial interest as a relative of one of the contractors submitting a quote, and left the meeting. Quotes were considered and it was resolved to accept the quote from A & B Contractors

 

It was resolved to purchase the larger plants for hedging at an additional 10p per plant. Also to purchase the hedging plants for the area surrounding the football pitch.

 

•  General Correspondence

A rate demand has been received from Torridge for the football pitch and changing facilities, the Clerk will seek more information and bring it to the next meeting

 

1010/374 To consider publishing newsletter

Cllr Miller produced a draft newsletter and it was resolved to go ahead as soon as possible.

 

1010/375 To consider Street Decorations

The Clerk was asked to speak to the necessary contractors with a view to putting up decorations in the first week of December. Additional trees will be required this year.

 

1010/376 To consider correspondence received from the Potwalloping Committee

The committee resolved to accept control of the generator and find suitable

storage.

 

1010/377 To consider correspondence and additional dog and litter bins

It was resolved to install two additional dog bins in response to recent correspondence and further bins in Pitt Lane at Appledore

1010/378 To consider correspondence regarding Blackies

It was resolved to reply to correspondence advising that our maintenance staff will clear the path, keep the area trimmed and wild flowers will be planted.

 

1010/379 To consider the Gents Toilet at Northam Hall

This item was considered with other matters relating to Northam Hall.

 

1010/380 To consider update on boat and trailer parking at Appledore Quay

It was resolved to defer this item until further information is received.

 

1010/381 To consider budget request for 2011/12

This will be considered initially at an informal meeting to be held shortly.

 

1010/382 To consider purchase of tables and chairs

To be considered with other Northam Hall matters

 

1010/383 To consider pruning trees at Windmill Lane allotments

It was resolved that a site visit will be made and work done if necessary.

 

1010/384 To consider emergency planning correspondence

It was resolved that an emergency plan will be prepared.

1010/385 It was resolved t hat under section 1(2) of the Public Bodies (Admission to Meetings) Act 1960 that the public and press be excluded from the meeting for the following item as it involves the likely disclosure of confidential information:
