Minutes of the Town Projects Meeting held on 14 th June 2010 in the Council Chamber, Council Offices, Windmill Lane, Northam at 10.00am

1006/108 Chairman's announcements

The Chairman welcomed Mr Davies.

The Council has received correspondence regarding the cost of printing for a newsletter.

 

1006/109 Apologies

Apologies were received from Cllr Robinson

 

1006/110 Declarations of interest

Members were reminded that all interests should be declared prior to the item being discussed.

 

1006/111 To agree the agenda between Part A and Part B (confidential information)

It was resolved to agree the agenda as published subject to the item re Northam Hall being moved to Part B.

 

1006/112 To confirm and sign the minutes of the Town Projects Meeting held on 24 th May 2010

It was resolved unanimously to confirm and sign the minutes as a true record of the meeting.

 

1006/113 Attendance by Mr J Deasy, Devon County Council to discuss the Appledore boat park

Mr Davies attended the meeting as Mr Deasy had been called away. He spoke of the benefits of passing over responsibility to Northam Town Council. Fees to be collected and retained by Northam Town Council.

 

1006/114 To consider the way forward with the Appledore boat park

It was resolved to arrange a site meeting with the County Council Solicitor,

Mr Deasy, Cllr Eastman and members of the Town Council followed by a meeting at the Town Council to discuss the details in full. It was also suggested that the site visit could include looking at the Torridge Road boat park and the way forward with this area could be discussed as a separate matter.

 

1006/115 To consider update on other areas for allotments

It was resolved after some discussion to write to Torridge District Council advising that Northam Council would be interested in land at Tadworthy Road to assist in fulfilling a need for allotments and the letter would be expressing a formal interest.

 

1006/116 To consider cost of additional noticeboards in Town Council areas

It was resolved to purchase a noticeboard from a previous supplier having considered costings from other suppliers.

 

1006/117 Update at Northam Hall

This item was considered under Part B

1006/118 To consider update on appointment of maintenance staff

Nothing further to report at present, to be put on the next agenda.

1006/119 To consider an update on the Burrough Farm allotments

•  Fencing

The fencing is now finished. A press release should be considered at an appropriate time.

•  Vehicular access

It was resolved to write to Wain Homes requesting some agreement for mutual access.

•  Hedging

The Clerk advised of the composition of the proposed hedging and it was resolved to place an order for October.

•  Agreement with Football Club

Standing Orders were suspended to allow a member of the public to speak and were then re-instated. This item to be placed on the next agenda.

•  Ongoing works

Nothing further to report, plans for the area surrounding the allotment to be discussed at a later date.

 

1006/120 To consider signage in all areas (reports from respective Ward Members)

Responsibility for signage to be checked and signage to possibly be included in next year's budget.

 

1007/121 To consider possible locations for volleyball courts

It was resolved to write to Torridge District Council advising that after further consideration, Northam did not feel it owned any appropriate land but suggested that land at Lords Meadow owned by Torridge would be an ideal site.

There being no further business the meeting closed at 11.50 am
