Minutes of the Town Projects Meeting held on 6th April 2011 in the Council Chamber, Council Offices, Windmill Lane, Northam at 2pm.

1104/166 Chairman's announcements

The Chairman welcomed Members to the last meeting of the Town Projects committee for the current council year. He spoke about the development of the council website and the Clerk was asked to contact North Devon + and ask if a live presentation could be given to see the progress of the website. A letter had been received from one of the gig clubs in Appledore regarding a possible lease at the Seagate car park, the Clerk was asked to Agenda this for the next meeting in May.

1104/168 Declarations of interest

Members were reminded that all interests should be declared prior to the item being discussed.

 

1104/169 To agree the Agenda as published

It was resolved to agree the Agenda as published.

 

1104/170 To confirm and sign the minutes of the Town Projects Meeting held on 8 th March 2011

It was resolved to confirm and sign the minutes as a true record of the meeting.

 

1104/171 To consider items referred from Full Council

There were no items referred.

 

1104/172 Burrough Farm

•  To consider correspondence from local children about a play area

It was resolved to reply to the children explaining that this would need to be a long term project and the new Council (elected on 5 th May) would need to consult with the children, their parents, and nearby residents. This will be an agenda item for the next Council. The Clerk was asked to write to Torridge to check on availability of Section 106 monies to help with the project. It was also resolved to obtain planings for the entrance and disabled parking area and to get the area adjacent to the entrance levelled by hiring a JCB

 

1104/173 To consider Highways Matters

(a) an update from Councillors on the positioning of additional grit bins;

There were several requests for the provision of grit bins received from members of the public and it was resolved that this should be considered by the new Council and placed on a forthcoming agenda, fund allocation needs to be checked and consideration given to a variety of options. The matter could be included within emergency planning for Northam Town Council. Issues such as bin marshalls and grit supplies need to be considered.

 

(b) Street lighting

The Chairman read a further response from Devon County Council and it was resolved to recommend to Full Council that if the problems with the Street Lighting cannot be rectified within the next eight weeks then Northam Town Council is withdrawing its support for the scheme and would wish to see the trial scheme cancelled, with full lighting being restored. (The Council supported the scheme fundamentally but the proposals have not been abided with).

There was also a request for a litter bin to be supplied at the Appledore gate to Northam Burrows. The Clerk was asked to put this on a Northam Burrows committee agenda.

 

1104/174 To consider Chair and Table Movers

The Chairman advised that there had been a request for a chair moving equipment and it was resolved to purchase an appropriate trolley. Three prices had been obtained and the most suitable trolley was also the least expensive.

 

1104/175 To consider Grounds Maintenance quotes for Northam Council

The Clerk had sought four quotes and there were three responses to the main grass cutting specification, these were read to Councillors as Quote A, B and C. The price from quote A was the cheapest and it was resolved to accept this but the contract must provide for termination if the work proves unsatisfactory. With regard to the work at Burrough Farm only one price was received and it was resolved to accept this.
