Minutes of the Town Projects Meeting held on 8 th March 2011 in the Council Chamber, Council Offices, Windmill Lane , Northam at 10.00am

 

Present: Cllrs Miller (Chairman), Mrs Whittaker, Edwards, Hames, Langton and Osborne

 

In attendance: Mrs Jane Mills, Town Clerk

1103/116 Chairman's announcements

The Chairman spoke about the need for a new laptop for the office, this would be used for dealing with the Manor Passes and could be funded from that income. The Clerk advised on various costs and it was agreed to go ahead. A letter from a local resident was read out regarding problems at the Dane Court entrance. It was agreed to respond, asking the gentleman to contact the office when there are any problems and the Clerk will arrange for the maintenance staff to attend.

 

1103/117 Apologies

Apologies were received from Cllrs Johnson and Robinson

 

1103/118 Declarations of interest

Members were reminded that all interests should be declared prior to the item being discussed.

 

1103/119 To agree the Agenda as published

It was resolved to agree the Agenda as published.

 

1103/120 To confirm and sign the minutes of the Town Projects Meeting held on 8 th February 2011

It was resolved to confirm and sign the minutes as a true record of the meeting after amending apologies to include Cllr Osborne.

 

1103/121 To consider items referred from Full Council

There were no items referred.

 

1103/122 To consider information on Anchor Park

The Clerk presented information on Anchor Park and it was resolved to take legal advice as to ownership of the Park and boundaries.

 

1103/123 To consider Seagate Car Park

Following a discussion it was resolved to write formally to the owner of the Seagate Hotel setting out the Council's proposals

 

1103/124 To consider response from Torridge re Westward Ho! Toilets

The Clerk read correspondence from Torridge in respect of the toilets and it was resolved to advise Torridge that Northam Town Council would not be interested in taking them on.

 

1103/125 To consider draft newsletter for publication in March

The draft newsletter was circulated and discussed. Some amendments were circulated and it was agreed that it should be published by the end of March.

 

1103/126 To consider response from Torridge re Lords Meadow

The response from Torridge was noted.

 

1103/127 To consider further information regarding Blackies

The Clerk circulated the information received regarding proposals for Blackies and it

was resolved to invite more detailed proposals to include future management of the proposed orchard. Members were concerned that the lease with Torridge has only a few years to run and suggested that the group submitting the proposals might like to consider renegotiating the lease with Torridge.

1103/128 To consider Highways Matters

      • Update from Councillors on the positioning of additional grit bins;
      • Street Lighting

 

The grit bin issue will appear in the newsletter and be on the agenda for the next meeting. Suggested roads for grit bins were Daneshay, Highfield, Bottom of Bone Hill, Fairway, Top of Staddon Road, Mondeville Way, Hanson Park, Windmill Lane, and Morwenna Park.

The Clerk advised of the correspondence received from Western Power and will notify Devon County Council of its contents.

 

1103/129 To consider areas that require tenders for 2011/12

It was resolved to seek tenders for grass cutting and hedge cutting as necessary for the War Memorial, Anchor Park, Burrough Farm, Blackies, Northam Hall and the Seagate car park.
