Present: Cllrs Hames (Chairman), Mrs Boyle, Mrs Collins, Edwards, Langton (Town Mayor) and Osborne In Attendance: Cllr Mrs Whittaker Mrs M J Mills, Town Clerk Members of the public 1010/344 Chairman's announcements There were no Chairman's announcements. 1010/345 Apologies Apologies were received from Cllr Mrs Biggs and Tisdale 1010/346 Declarations of interest Members were reminded that all interests should be declared prior to the item being discussed. 1010/347 To agree agenda as published It was resolved to agree the Agenda as published. 1010/348 To confirm and sign the minutes of the Planning meeting held 29 th September 2010 It was resolved to confirm and sign the minutes of the meeting held 29 th September 2010 as a correct record.
1010/349 Torridge District Council Planning Applications: Torridge District Council, the determining Authority, has asked for comments from this Town Council on the following planning applications: - It was formally noted that participation of the Councillors who are also members of Torridge District Council in both the debate and subsequent vote (in respect of any of the applications below, were preliminary taking account of the information matters) was on the basis that the views expressed made available at the time to the Town Council. The District Councillors were reserving their final views on the Applications until they were in full possession of all the relevant arguments for and against.
1/0837/2010/LBC & 1/0853/2020/FUL Location: 8 Market Street, Appledore Applicant: Mrs P Davis Proposal: Proposed additional toilet facilities to the fish restaurant
It was resolved to recommend to Torridge District Council that this application be approved. 1/0858/2010/FUL Location: Duckhaven Stud, Cornborough Road, Westward Ho! Applicant: Mrs K Murdoch Proposal: Demolish barn and erect 3 holiday homes Cllr Mrs Collins declared a personal interest and withdrew from the meeting whilst this application was considered. It was resolved to recommend to Torridge District Council that this application be refused on the grounds that its position is so close to the area of outstanding natural beauty and coastal preservation area that conversion to residential in the form of holiday accommodation is not appropriate. The Council recommends that this and adjacent buildings associated with the equestrian use be removed and the land put back to agricultural use. Should Torridge District Council be minded to approve the application the Council requests a condition that the properties must be retained as holiday homes. Cllr Mrs Collins returned to the meeting.
1/0859/2010/FUL Location: Plot 1 rear of Gainsborough Drive, Westward Ho! Applicant: Mrs K Murdoch Proposal: Construction of dwelling Cllr Mrs Collins declared a personal interest and withdrew from the meeting whilst this application was considered. It was resolved to recommend to Torridge District Council that this application be approved subject to ensuring that the public open space follows the line of the coastal protection zone and that there is provision for its maintenance. Also that the property is built to include as many eco friendly features as possible. Cllr Mrs Collins returned to the meeting.
1/0870/2010/FUL Location: Toye Farm, Durrant Lane, Northam Applicant: Mr A J Rutherford Proposal: Demolish existing garage and replace with two storey building It was resolved to recommend to Torridge District Council that this application be approved subject to no overlooking and no adverse comments from neighbours. Materials used to match existing. Also the Council are concerned that there appear to be additional Velux windows in the existing building for which no planning consent has been sought and expressed concerns as to the positioning of the conservatory.
1/0875/2010/FUL Location: 27 Staddon Road, Appledore Applicant: Mrs R Hallett Proposal: Proposed single storey extension to side It was resolved to recommend to Torridge District Council that this application be approved subject to the materials being used matching the existing property. (Cllr Mrs Boyle abstained)
