1008/279 Torridge District Council Planning Applications: Torridge District Council, the determining Authority, has asked for comments from this Town Council on the following planning applications: -
It was formally noted that participation of the Councillors who are also members of Torridge District Council in both the debate and subsequent vote (in respect of any of the applications below, were preliminary taking account of the information matters) was on the basis that the views expressed made available at the time to the Town Council. 1/0644/2010/OUM Location: Four Winds, Cornborough Road, Westward Ho! Applicant: Mr S Evers Proposal: Erection of 10 dwellings
It was resolved to recommend to Torridge District Council that this application be refused for the following reasons: (a) The application is for chalet bungalows. The Case Officer's report on the previous application states ......“the four proposed bungalows on the northern part of the site shall be purely single storey and for the avoidance of doubt chalet bungalows would be unacceptable. The reasons given refer to “appearance” and “amenity of adjoining residents”. (b) In the appeal decision the Inspector states that 10 dwellings are not feasible. In denying costs to the applicant he states ...”the level of development proposed is fundamentally incompatible with the constraints imposed by the trees.” (c) Seven of the ten bungalows are adjacent to the northern boundary in approximately half the area of the site. Their appearance is overbearing and to use the Inspector's phrase about the previous application, “cramped and contrived”. (d) New policies recently put in place have excluded private residential gardens form the definition of previously developed land and the recommended 30 dwellings per hectare is deleted from Planning Policy Statement 3. (e) The submitted drawings do not show the conservatories on numbers 4,5,6 and 7 Blyth Court nor the one at number 9 Drake Close which are relevant to the recommended minimum distance between the facing elevations of the existing and proposed dwellings. 1/0656/2010/FUL Location: 1 Richmond Park, Northam Applicant: Mr D Berkhauer Proposal: Ground floor extension to rear of property and first floor extension – amended rooflight position

It was resolved to recommend to Torridge District Council that this application be refused. Members were concerned about the traffic problems. No substantial improvement at the junction and over development. Members were also concerned about the possible risk of flooding.
