1006/147 Chairman's announcements Members were advised regarding an Article 4 direction that had been received and the Clerk was asked to copy the information to all.
The Chairman advised of an application 1/0397/2010 – erection of a greenhouse and Members agreed to recommend approval.
1006/148 Apologies Apologies were received from Cllrs Mrs Biggs and Edwards
1006/149 Declarations of interest Members were reminded that all interests should be declared prior to the item being discussed.

1006/152 Torridge District Council Planning Applications: Torridge District Council, the determining Authority, has asked for comments from this Town Council on the following planning applications: -
It was formally noted that participation of the Councillors who are also members of Torridge District Council in both the debate and subsequent vote (in respect of any of the applications below, were preliminary taking account of the information matters) was on the basis that the views expressed made available at the time to the Town Council. The District Councillors were reserving their final views on the applications until they were in full possession of all the relevant arguments for and against.
1/0478/2010/COU Location: 34/36 Dudley Way, Westward Ho! Applicant: Mrs S Smethurst and Mr A & Mrs P Edwards Proposal: Change of use from open space to residential garden space It was resolved to recommend to Torridge District Council that this application be APPROVED.
1/0481/2010/FULM Location: Land to the south and east of Silford Road, Northam Applicant: Westward Ho! Tennis Club Proposal: Multi-sports centre comprising 4 internal and 4 external tennis courts, 3 squash courts, 2 sports/gym/recreational rooms, viewing area, lounge, small meeting room, refreshment area, and associated facilities. Provision of car parking and access and landscaping scheme and wildlife habitat. Cllr Tisdale declared a prejudicial interest because he had declared his views previously and left the meeting having informed Members that this application would be heard on Tuesday 20 th July at Caddsdown. A substantial number of members of the public were present. It was therefore resolved to suspend Standing Orders to enable their spokesperson to make comments. Standing Orders were then reinstated. It was resolved to recommend to Torridge District Council that this application be REFUSED on the same grounds as previously expressed by Northam Town Council as follows:- That the proposal is not on a suitable site. It has poor access with lack of public transport, has an adverse effect on the environment, would close the rural gap and is outside of the development area. Also the changes to the amended plan are nowhere near substantial enough to alter the views of Members. It was further noted that there had been a change of view by the LTA in their support for private clubs. Cllr Tisdale returned to the meeting.
1/0486/2010/FUL Location: 2 Mariners Way, Appledore Applicant Mr Steve Crewdson Proposal: Extensions to side It was resolved to recommend to Torridge District Council that this application be approved.
1/498/2010/REM Location: Land to the east of Goodwood Park, Northam Applicant: Devonshire Homes Proposal: Erection of 10 dwellings, access road and drainage It was resolved with one abstention (Cllr Tisdale) to recommend to Torridge District Council that this application be REFUSED as follows: Members expressed concerns about highways issues, generation of extra traffic with two exits onto a busy main road in close proximity to each other with loss of amenity for existing residents. Access issues – are the roads wide enough to support fire engines and other public service vehicles? Further concerns were expressed regarding the adequacy of the existing infrastructure and sewerage systems.
1/0499/2010/EXTM Location: 5 Nelson Road, Westward Ho! Applicant: Chichester Homes Ltd Proposal: Extension of time of planning permission 1/0648/2007/FUL It was resolved to recommend to Torridge District Council that this application be APPROVED.
1/0500/2010/FUL Location: 5 Nelson Road, Westward Ho! Applicant: Chichester Homes Ltd Proposal: Erection of 2 no town house, 3 no cottages and 3 no flats with garages and surface parking. It was resolved to recommend to Torridge District Council that this application be approved subject to the difference in the roof line which should be concurrent and that sustainable issues should be considered within the development.
1/0503/2010/FUL Location: Watertown Garage, Long Lane, Appledore Applicant: Mr D Bushby Proposal: Proposed extension to existing vehicle repair workshop & MOT testing Station Cllr Mrs Boyle declared a personal interest in this application and a prejudicial interest in application 1/0505/2010/FUL as a neighbour and left the meeting. It was resolved to recommend to Torridge District Council that this application be APPROVED subject to a condition that garage use is retained and more suitable material to match the existing structure is used and also that there should be rain harvesting from the large roof. 1/0505/2010/FUL Location: Appledore House, Meeting Street, Appledore Applicant: Mr Mark Widnell Proposal Proposed change of use of part dwelling to Bed and Breakfast business. It was resolved to recommend to Torridge District Council that this application be APPROVED subject to a limit of occupancy of the Bed and Breakfast in view of the limited parking spaces available. Cllr Mrs Boyle returned to the meeting.
1/0508/2010/REM Location: Paddock, rear of Gainsborough Drive, Westward Ho! Applicant: Ms Kathy Murdoch Proposal: Application for approval of reserved matters pursuant to planning permission 1/0462/2009/OUT for erection of 3 bungalows and provision of public open space It was resolved to recommend to Torridge District Council with one abstention (Cllr Mrs Collins) that this application be approved subject to ensuring that the public open space follows the line of the coastal protection zone and there is provision for its maintenance.
1/0509/2010/FUL Location: Land opposite 9 Eastbourne Terrace, Westward Ho! Applicant: Mr Philip Myers Proposal: Proposed dwelling It was resolved to recommend to Torridge District Council that this application be refused. Members were concerned about the traffic problems. No substantial improvement at the junction and over development.
1/0553/2010/FUL Location: 19 Century Drive, Northam Applicant: Mr & Mrs Unsworth Proposal: Extension to dwelling and provision of parking lay-by It was resolved to recommend to Torridge District Council that this application be APPROVED.
