1104/178 To agree agenda as published It was resolved to agree the Agenda as published.
1104179 To confirm and sign the minutes of the Planning meeting held 30 th March 2011 It was resolved to confirm and sign the minutes of the meeting held 30 th March 2011 as a correct record.
1104/180 Public Participation It was noted that Members of the public are permitted to make representations, answer questions and give evidence in respect of any item of business included in the agenda. Each member of the public is entitled to speak once only in respect of business itemised on the agenda and shall not speak for more than 3 minutes. The period of time which is designated for public participation in accordance with standing orders shall not exceed 15 minutes. No Members of the public wished to make representations
1104/181 Torridge District Council Planning Applications: Torridge District Council, the determining Authority, has asked for comments from this Town Council on the following planning applications: - It was formally noted that participation of the Councillors who are also members of Torridge District Council in both the debate and subsequent vote (in respect of any of the applications below, were preliminary taking account of the information matters) was on the basis that the views expressed made available at the time to the Town Council. The District Councillors were reserving their final views on the applications until they were in full possession of all the relevant arguments for and against. 1/0051/2011/FUL Location: Land and Garage at Fosketh Hill, Westward Ho! Applicant: Mrs E Potter Proposal: Conversion of double garage into a one bedroom dwelling – amended certificates It was resolved to note this application.
1/0172/2011/FUL 1/0173/2011/LBC Location: 19 Bude Street, Appledore Applicant: Ms P Lucraft Proposal: Single storey extension to rear, to include flashings to neighbouring property Cllr Hames declared a personal interest in this application. It was resolved to recommend to Torridge District Council that this application be APPROVED with one abstention (Cllr Hames).
1/0204/2011/FUL Location: 64 Bay View Road, Northam, Buckleigh Road, Westward Ho! Devon Applicant: Mr & Mrs B Tilke Proposal: Replacement dwelling and garage It was resolved to recommend to Torridge District Council that this application be APPROVED subject to no adverse comments from neighbours.
1/0231/2011/FUL Location: Barton Croft, Abbotsham Applicant: Mr & Mrs N J Martin Proposal: Erection of 2 units of holiday accommodation and ancillary/recreation space and small holding storage It was resolved to recommend to Torridge District Council that this application be REFUSED on the grounds that this was originally an agricultural development with a single dwelling for a local farmer. Members considered that the quality of the structure was unsuitable for holiday accommodation. Previous development was specifically for light industrial use. Members were concerned that access was not suitable and that the infrastructure could not support additional properties and they doubted the viability of the conversion.
1/0238/2011/FUL Location: Mallards, Lower Cleave, Northam Applicant: Mr P Biddle Proposal: Erection of log cabin in garden for use as annexe It was resolved to recommend to Torridge District Council that this application be APPROVED subject to a condition that it is for family use only and will not be used as a holiday home or sold off as a separate plot.
1/0241/2011/FUL Location: 26 Woodland Park, Northam Applicant: Mr Mitchell Proposal: Retention of fence adjacent to the highway It was resolved to recommend to Torridge District Council that this application be APPROVED subject to there being no adverse comments from neighbours. Members expressed concern about the height of the fence and its effect on sight lines.

It was resolved to note the Appeal was taking place. Once new Councillors have been appointed some Members will be invited to attend the Appeal.
