1101/33 To confirm and sign the minutes of the Planning meeting held 12 th January It was resolved to confirm and sign the minutes of the meeting held 12 th January 2011 as a correct record.
1101/34 Public Participation Members of the public are permitted to make representations, answer questions and give evidence in respect of any item of business included in the agenda. Each member of the public is entitled to speak once only in respect of business itemised on the agenda and shall not speak for more than 3 minutes. The period of time which is designated for public participation in accordance with standing orders shall not exceed 15 minutes. No members of the public wished to make representations
1101/35 Torridge District Council Planning Applications: Torridge District Council, the determining Authority, has asked for comments from this Town Council on the following planning applications: - It was formally noted that participation of the Councillors who are also members of Torridge District Council in both the debate and subsequent vote (in respect of any of the applications below, were preliminary taking account of the information matters) was on the basis that the views expressed made available at the time to the Town Council. The District Councillors were reserving their final views on the applications until they were in full possession of all the relevant arguments for and against.
1/0917/2010/EXTM Location: Roslyn Gardens Caravan Park, Merley Road, Westward Ho! Applicant: Maxam Property (Westward Ho! Ltd) Proposal: Extension of time of planning permission 1/0548/2002 – Residential development AMENDED DESCRIPTION It was resolved to recommend to Torridge District Council that this application be REFUSED on the same grounds as previously i.e. Recommend refusal for the reasons given by the District Council in their refusal of the previous application. The changes on this new application seem to be largely cosmetic and the developer has not addressed the issues raised by the District Council's Planning Committee when considering the previous application. It is important that any developer is required to comply with, and meet the requirements of, the designation of the area in relation to coastal preservation, nature conservation, important wildlife corridor and AONB. Policies ENV5, ENV6 and ENV9 of the Torridge District Council Local Plan would seem to apply as would Policies CO4 and CO5 of the Devon Structure Plan. Also the design is not compatible with the street scene and Northam Town Council considers that this is sufficient reason to refuse an extension of time. Cllr Tisdale declared a prejudicial interest.
1/1006/2010/FUL Location: St Helens Bungalow, Heywood Road Applicant: Mr D Sparrey Proposal: Single storey bedroom extension affecting a public right of way It was resolved to recommend to Torridge District Council that this application be APPROVED subject to safeguarding the future of the footpath and ensuring that it is not blocked during the development.
1/1023/2010/FUL Location: Flat 3 Kingsley Flats, 4 Kingsley Road, Westward Ho! Applicant: Harris Properties Ltd Proposal: Conversion of single 4 bedroom flat on first floor to 1 no 1 bed and 1 no 2 bed flat It was resolved to recommend to Torridge District Council that this application be APPROVED providing there are no adverse effects on the structure of or external appearance of the building. Northam Town Council wish to highlight parking issues caused by the increase in dwellings due to this type of conversion. 1/1024/2010/FUL Location: 37 Lenwood Country Club, Lenwood Road, Northam Applicant: Mr R Thorogood Proposal: Variation of condition 3 of 1/0930/1986 to allow for 12 month holiday occupancy It was resolved to recommend to Torridge District Council that this application be APPROVED.
1/1122/2010/FUL Location: 20 Highfield, Northam Applicant: Mr B Martin Proposal: Bay window It was resolved to recommend to Torridge District Council that this application be APPROVED.
1/1126/2010/FUL Location: Duckhaven Stud, Cornborough Road, Westward Ho! Applicant Mrs K Murdoch Proposal Demolition of barn and stable block and construction of 5 holiday units Cllr Tisdale abstained from voting. The remaining Councillors resolved to recommend to Torridge District Council that this application be APPROVED. As equestrian use is no longer required they considered the use of holiday lets to be acceptable. They were concerned, however, that the wildlife survey did not appear to be current and there appears to be no provision for alternative energy sources.
1/1127/2010/FUL Location: Oriel House, Orchard Hill Applicant: Mr H Waters and Mrs L Arscott Proposal Extension to side of property It was resolved to recommend to Torridge District Council that this application be APPROVED but disappointed in the use of the design. They consider that the decision to include a flat roof within the extension needs to be addressed.
1/1131/2010/EXT Location: Amulet, 1 Nilgala Close Applicant: Mr G Parish Proposal: Extension of time of Planning permission 1/0133/2008/FUL – Raise roof on bungalow to create 3 bedrooms in roofspace. Minor alterations to ground floor layout. Provision of solar water heating panels on south facing roof. It was resolved to recommend to Torridge District Council that this application be APPROVED provided there are no overlooking problems.
