Minutes of the Planning Meeting held on Wednesday 15 th December 2010 at the Council Chamber, Council Offices, Windmill Lane Northam at 6.00 pm

1012/489 Chairman's announcements The Chairman reported on an amended plan received from Torridge District Council for application 758/2010. Cllrs recommended that the revised plan be approved subject to there being no adverse comments from neighbours and the agreement of the Conservation Officer. Northam has been advised of 3 applications that are being heard on 16 th December by Torridge District Council. Cllrs Osborne and Edwards will be attending to put the views of Northam Town Council, in particular that the agreement for the rear of 1 Gainsborough Drive Westward Ho! should include retention or replacement of the seaside shelters. 1012/490 Apologies Apologies were received from Cllr Tisdale

1012/494 Public Participation Members of the public are permitted to make representations, answer questions and give evidence in respect of any item of business included in the agenda. Each member of the public is entitled to speak once only in respect of business itemised on the agenda and shall not speak for more than 3 minutes. The period of time which is designated for public participation in accordance with standing orders shall not exceed 15 minutes. There were no members of the public present
1012/495 Torridge District Council Planning Applications: Torridge District Council, the determining Authority, has asked for comments from this Town Council on the following planning applications: - It was formally noted that participation of the Councillors who are also members of Torridge District Council in both the debate and subsequent vote (in respect of any of the applications below, were preliminary taking account of the information matters) was on the basis that the views expressed made available at the time to the Town Council. The District Councillors were reserving their final views on the Applications until they were in full possession of all the relevant arguments for and against.
1/0938/2010/FUL Location: Westward Ho! Baptist Church, Nelson Drive, Westward Ho! Applicant: Mr D Johnson Proposal: Conversion of former Baptist Church into 3 no dwellings (revision to previously approved scheme ref 1/0625/2008/FUL It was resolved to recommend to Torridge District Council that this application be approved but the Council would prefer to see a pitched roof instead of a flat roof.
1/0981/2010/FUL Location: Sea Spray Annexe, Jubilee Road, Appledore Applicant: Mr & Mrs R Lane Proposal: Demolition of existing dwelling and erection of new dwelling – Amended address It was resolved to recommend to Torridge District Council that this application be refused for the same reasons as previously, namely that the new development is much greater than the existing footprint. The property would be much higher than adjoining properties, the use of the materials and the design are out of keeping with the historic area, which we understand is a Conservation area. The proposed entrance is on the Lifeboat slipway, also there would be impact on neighbouring properties. We also understand that there was an agreement that the existing property could not be occupied for the full twelve months of the year. Northam Town Council would also request that should this application be called in there would be a site visit. Also that any objections previously received be carried forward to this amended address.

1012/498 Lenwood Country Club Appeal Appeal Ref: APP/W1145/A/10/2128620/NWF It was resolved to note that the Planning Inspector has dismissed the appeal. The Council asked that a letter be written to Torridge expressing concern about the lack of local listing for the Country Club and whether or not the owners should be required to have it restored in view of its current state of disrepair
