1011/424 To confirm and sign the minutes of the Planning meeting held 27 th October 2010 It was resolved to confirm and sign the minutes of the meeting held 27 th October 2010 as a correct record.
1011/425 Torridge District Council Planning Applications: Torridge District Council, the determining Authority, has asked for comments from this Town Council on the following planning applications: - It was formally noted that participation of the Councillors who are also members of Torridge District Council in both the debate and subsequent vote (in respect of any of the applications below, were preliminary taking account of the information matters) was on the basis that the views expressed made available at the time to the Town Council. The District Councillors were reserving their final views on the Applications until they were in full possession of all the relevant arguments for and against.
1/0859/2010/FUL Location: Plot 1 rear of Gainsborough Drive, Westward Ho! Applicant: Mrs K Murdoch Proposal: Construction of dwelling – Amended red line
It was resolved with one abstention (Cllr Tisdale) to recommend to Torridge District Council that this application be APPROVED subject to the use of the eco-friendly features that were so prominent in the original application and subject to ensuring that the public open space follows the line of the coastal protection zone and that there is provision for its maintenance. Councillors wished it recorded that they were disappointed that no explanation of the amended boundary was received from Torridge by Northam Town Council.

It was resolved to recommend to Torridge District Council that this application be APPROVED subject to the Conservation Officer being satisfied with the suitability of the application and the sympathetic use of appropriate materials.
1/0940/2010/EXT Location: 21 Kenwith Road, Raleigh Hill Applicant: Mr Hermann Gabl Proposal: Extension of time of planning permission 1/1294/2007/FUL – two storey and single storey side extension.
It was resolved to note this application.
1/0928/2010/FULM Location: Highfield Manor, Bay View Road, Northam Applicant: Highfield Manor Ltd Proposal: Erection of 10 dwellings
Cllr Tisdale declared a prejudicial interest because of his previous involvement through the planning committee at Torridge District Council.
It was resolved with one abstention to recommend to Torridge District Council that this application be REFUSED. This application is for an increase in the number of properties to be built, this affects the affordable housing ratio. Refusal should be on the grounds of over-intensification, an increased burden on the sewerage system, infrastructure and overlooking. Change of access is also of concern as this has been reduced. The new development is not compatible with existing properties, two properties are too close to the pumping station and there is less than twenty one metres from window to window of some properties.
1/0952/2010/FUL Location: Appletree Gardens, Hanson Park, Orchard Hill Applicant: Chichester Homes Ltd Proposal: Erection of 3 dwellings and substitution of house-type of Plot 8 to approved development at Appletree Gardens It was resolved to recommend to Torridge District Council that this application be APPROVED but Members expressed concerns that the junction with Heywood Road is extremely dangerous and they would therefore like to see a restriction on all vehicles leaving Hanson Park being obliged to turn left with a mini roundabout installed at the bottom of Raleigh Hill or Northam Road.
