It was resolved to agree the Agenda as published.

It was resolved to confirm and sign the minutes of the meeting as a correct record.


1005/76 Torridge District Council Planning Applications:

Torridge District Council, the determining Authority, has asked for comments from this Town Council on the following planning application: -


It was formally noted that participation of the Councillors who are also members of Torridge District Council in both the debate and subsequent vote (in respect of any of the applications below, were preliminary taking account of the information matters) was on the basis that the views expressed made available at the time to the Town Council. The District Councillors were reserving their final views on the applications until they were in full possession of all the relevant arguments for and against.



Location: Plot at OS 446 Land off Mount Raleigh Avenue, Bideford

Applicant: Mr K Whitaker

Proposal: Proposed residential development (3 dwellings) on agricultural land (Amended Plan)

It was resolved to recommend to Torridge District Council that this application be REFUSED on the grounds that it is outside the development area, it is agricultural land, the approach roads are poor and development would create problems with sewage and run off.


1/383/2010/FULM additional information

Location: Richmond Dock, Newquay Streeet, Appledore

Applicant: Simon Maunder

Proposal: Residential development comprising 24 flats, community building, repair works to dock, gates and surrounding area.


Cllr Mrs Boyle declared a prejudicial interest as she is known to the applicant and left the meeting.


It was resolved to write to Torridge District Council advising that as the design and access statement was not sent originally, the Council consider that the application is not valid. They wish to make no changes to last week's response.


Cllr Mrs Boyle returned to the meeting.

Applicant: Mr & Mrs J Westlake

Proposal: Erection of dwelling

It was resolved to recommend to Torridge District Council that this application be approved subject to there being no adverse impact on neighbours and the Council also expressed concerns about the conservation area. A query was also raised with regard to the date of this application as to whether it was still within the five year limit.

Applicant: Mr Nick Cousins

Proposal: Loft conversion, internal alterations, single storey rear extension


Cllr Edwards declared a personal interest


It was resolved to recommend to Torridge District Council that this application be APPROVED subject to the Conservation Officer being happy with this development in this conservation area.

Proposal: Ground floor extension to rear of property and first floor roof extension

It was resolved to recommend to Torridge District Council that this application be APPROVED. Council were concerned that work appears to have started prior to approval being granted. It was resolved that Chairman of Planning should write to Torridge expressing the Council's concerns in relation to the number of properties where work does appear to commence before planning approval has been given.
