Minutes of a meeting of the Town Council's Planning/ Licensing Committee held in the Council Chamber, Windmill Lane, Northam on Wednesday 13 th May 2009 PRESENT: Chairman - Cllr C K Langton Members - Cllrs Mrs S Collins, Mrs M Cox, A Eastman, P Hames, R H Osborne, S Robinson, R Tisdale and 2 parishioners Apologies were recorded on behalf of Cllrs Mrs P Biggs, B M Edwards, 1. The minutes of the Town Council's Planning/Licensing Committee held 28 th April 2009 were approved and signed. (Vote: Unanimous) 2. Planning applications Cllr Mrs Cox and Robinson made the following statement: - “As both a Town and District Councillor I wish to make it clear that I will reconsider the matter(s) at the District level, taking into account all relevant evidence and representations at the District Council's Plans Committee.” 0027/09 Proposed demolition of gable end wall and rebuilding with 2 windows, construction of service boxes and bat roosting area, proposed glazing for patio casements, increase in size of two existing openings on south elevation, internal alterations and re-openings of three windows in north elevation – Amended Description - Chircombe House, Chircombe Lane, Northam – RESOLVED - Council would like to see report from the Conservation Officer setting out his reasons why he would be satisfied if he is minded to recommend approval. (Vote: Unanimous) 0118/09 Proposed change of use to form one one-bedroomed apartment in roof space – Amended description. Ferndale House, 3 Atlantic Way, Westward Ho! – RESOLVED - Recommend approval (Vote: Unanimous) 0220/09 Proposed erection of conservatory to rear. 1 Sandymere Gardens, Northam – RESOLVED - Recommend approval. Please ask the applicant to use FSE wood. (Vote: Unanimous) 0253/09 Proposed alterations and extension to kitchen. Elizabethan Club, Merley Road, Westward Ho! – RESOLVED - Recommend approval. (Vote: Unanimous) 0333/09 Proposed variation of condition to allow for 12 months holiday occupation. 31 Lenwood Country Club – RESOLVED - Recommend approval. (Vote: Unanimous) 0343/09 Proposed dwelling, Plot 12 – Amendment to design approved under consent 2501/2006 - Land adjacent Avon Lane, Westward Ho! – RESOLVED - Recommend approval. (Vote: Unanimous) 0367/09 Proposed construction of conservatory to rear. Stow Cottage, Heywood Road, Northam – RESOLVED - Recommend approval. (Vote: Unanimous) 0408/09 Proposed new room in roof bungalow. 16 Bay View Road, Northam – RESOLVED – Concerned about loss of open space along Bay View Road. (Vote: Unanimous) 0411/09 Proposed repairs and replacement to old shop front window and 0412/09 surround, and part replacement of a dormer window to the rear of the property - 8 Market Street, Appledore – RESOLVED - The Council would question why the design has changed from the original. If the Conservation Officer is minded to approve the application the Town Council would like to see his report justifying the reasons. Council would like to see the design as original. (Vote: Unanimous) DCC 2813/09 St Mary's School, Chanters Road, Orchard Hill – Proposed conversion from flat roof to pitched roof - RESOLVED – Recommend approval but would like to see the County Council fit appropriate solar panels now and incorporate water saving measures. It would be more economic to do it at this stage rather than having to come back later. The Town Council believes that there should be grants available for this work. (Vote: Unanimous) The Chairman, Cllr Langton, thanked his fellow Councillors for their due diligence over the past year. Members expressed their thanks to the Chairman for his gracious handling of the meetings. |
