Minutes of a meeting of the Town Council's Planning/ Licensing Committee held in the Council Chamber, Windmill Lane, Northam on Tuesday 27th January 2009

1. Minutes

The minutes of the Town Council's Planning/Licensing Committee held 14 th January 2009 were approved and signed.

(Vote: Unanimous)

Councillor Hames requested that additional information be sent with regard to application 1274/08 – 9 Alpha Place, Appledore, to advise the Planning Officers that the drawings submitted were not clear and there was concern that the roof line for the dormer windows was shown as being continuous and higher than the existing roof which was not acceptable.

(Vote: Unanimous)

2. Planning applications

1276/08 Proposed residential development for 4 no dwellings - Land to rear of High Stacks, Raleigh Hill – RESOLVED - Recommend approval but concerned that this is creeping development which will raise a number of problems as follows:-

increased traffic on Raleigh Hill, increasing the run off of surface water to Kenwith Valley and additional strains on the sewerage system.

1288/08 Proposed Variation of condition 3 of 1/0939/1986 to allow 12 months holiday occupancy - 28 Lenwood Country Club, Lenwood Road, Northam – RESOLVED - Recommend approval

(Vote: 8 For, 1 against)

1295/08 Proposed removal of existing dwelling - Construct new residential care home - 45/47 Atlantic Way, Westward Ho! – RESOLVED - Recommend refusal. The replacement of a dormer bungalow with a three-storey block results in over-development of the site. The proposal is too large and too high. There are insufficient vehicle parking spaces which will result in the existing highway problems being further exacerbated, the proposal will also add to the continuing problem of sewerage and surface water disposal.

(Vote: Unanimous)

1296/08 Proposed change of use of premises - 1 Cross Street and 12 Fore Street, Northam – RESOLVED - Recommend refusal. Concerned about the loss of business/commercial space in the town. This appears to be creeping residential use.

0009/09 Proposed summerhouse with chimney and covered seating area - 1 Kingsley Avenue, Appledore – RESOLVED - Recommend approval

(Vote: Unanimous)

0013/09 Proposed renovations and extensions -121/123 Irsha Street, Appledore – RESOLVED – Recommend refusal. The proposal appears to be out of keeping with the conservation area. There are major concerns about the balcony, the amount of glass, building line beyond other properties and the possibility of flooding.

(Vote: Unanimous)

0015/09 Proposed alteration to current Planning Consent number 1/1317/2007/FUL - Rosehill Rest Home, Hilltop Road, Raleigh – RESOLVED – Recommend approval.

(Vote: Unanimous)

0023/09 Proposed variation of condition 3 of Planning Permission 1/0939/1986 to allow 12 months holiday occupancy - 59 Lenwood Country Club Lenwood Road, Northam – RESOLVED – Recommend approval.

(9 For; 1 against)

3. Decision Notices

Cllr Hames was concerned that the District Council were approving flat roof proposals. It was RESOLVED to write to the Planning Department to ascertain the current policy, as pitched roofs were much preferred.
