Minutes of the Town Projects Meeting held on 30 th April 2010 in the Council Chamber, Council Offices, Windmill Lane, Northam at 10.00am

1004/60 Chairman's announcements

•  It was agreed to bring forward item 6 on the agenda – Anchor Park.

 

•  Cllr Osborne advised that he felt the most suitable place for a Notice Board in Orchard Hill ward would be adjacent to the bus stop at Hanson Park. Devon County Council are to be contacted to progress this.

 

•  A further suggestion was for another Notice Board at the top of Raleigh Hill which will be dealt with at a later date.

 

1004/61 To consider Anchor Park works

 

Matt Jarvis spoke about the Community Task Force – see letter attached to the minutes. The community Task Force in conjunction with the Anchor Community Trust would like to see improvements to Anchor Park spread over three phases. It was resolved to approve a payment in the region of £350 (not exceeding £500) to purchase painting materials for the first phase. Minutes of future meetings of the group will be forwarded to the Town Council.

 

1004/62 Apologies

Apologies were received from Cllrs Mrs Cox and Hames

 

1004/63 Declarations of interest

 

The Clerk was asked to amend the declarations of interest to read Members are reminded that all interests should be declared prior to the item being discussed.

 

There were no declarations of interest.

 

1004/64 To agree agenda as published

 

It was resolved to agree the agenda as published.

 

1004/65 To confirm and sign the minutes of the Town Projects Meeting held on 15 th April 2010

 

It was resolved unanimously to confirm and sign the minutes as a true record of the meeting.

 

1004/66 To consider dog bins and disposal bags

It was resolved to install a dog bin at the entrance to Burrough Field. It was further resolved to purchase disposable bags which will be printed “Northam Town Council

Please dispose of this bag properly”. Members of the public will be invited to make donation towards the cost when collecting the bags from the office.

 

1004/67 To consider additional waste bins

 

It was resolved to ask Torridge District Council for a waste bin by the bus stop outside the swimming pool and also for a waste bin at Appledore War Memorial to the adjacent cemetery gates.

1004/68 To consider issues at Blackies

 

An offer has been received to clear brambles etc from the area and it was resolved that this work should go ahead and Northam Town Council will maintain it in future. The Clerk was asked to write to Devon County Council regarding a piece of land there owned by Devon County Council and maintained by Torridge, to investigate the possibility of taking over the maintenance.

1004/69 To consider flower beds

 

The Chairman advised he is awaiting a quote from the Secret Garden in respect of flower beds outside the library. It was suggested that the Community Task Force Group be invited to work on the beds by Northam Hall where additional soil is also required.

 

1004/70 To consider website update and various issues

 

Following a discussion about updating the website a small group of Councillors will take this forward.

 

1004/71 To consider updates at Northam Hall

 

Contractors have been invited to tender and the tenders are awaited. Following completion of the refurbishment and before re-opening an inventory will be taken and proposals put in place for control of it. The Community Task Force will also be invited to work on clearing up the outside of the Hall.

 

1004/72 To consider Street Cleaning

 

Councillors gave an update.

1004/73 Update on Hanging Baskets

 

Following installation of the hanging baskets there has been considerable press coverage. The general consensus is that the overall response has been favourable. It appears that there is a small short fall in delivery and two more baskets with brackets need to be ordered.

 

1004/74 To consider an update on the Burrough Farm allotments

 

•  Fencing

The Clerk advised on the quotes received and it was resolved to accept the lowest.

•  Vehicular access

It was resolved to write to Wainhomes Solicitors advising that we intend to widen the access to allow establishment and maintenance of the allotment area. This will be on the agenda for the next meeting.

 

•  Hedging

It was resolved to seek prices for a hedge inside the allotment fence and seek advice on the most suitable time for planting. It was resolved to reinstate the fence between the football field and Dane Court.

 

•  Agreement with Football Club

Agreement with the Football Club is due in May. Maps are awaited and this will be put on the agenda for the next meeting.

 

•  Ongoing works

Nothing further to report.
