Minutes of the Town Projects Meeting held on 15th April 2010 in the Council Chamber, Council Offices, Windmill Lane, Northam at 10.30am

1004/20 Chairman's announcements

The Chairman advised that there was no noticeboard in Orchard Hill ward. This will be on the agenda for the next meeting. Suggestions were invited as to its position and possible costings.

1004/21 Apologies for absence

There were no apologies.

1004/22 Declarations of interest

Members are reminded that all interests should be declared at the beginning of the meeting and prior to the item being discussed.

There were no declarations of interest.

1004/23 To agree agenda as published

It was resolved to agree the agenda as published.

1004/24 To confirm and sign the minutes of the Town Projects Meeting held on 4 th March 2010 (previously circulated).

It was resolved unanimously to confirm and sign the minutes as a true record of the meeting

1004/25 Presentation from Mr Bill Banting/Mrs Denice Daniel Area North Highway Management

•  Mrs Daniel was introduced as the new Traffic Technician for the area, Mr Banting was unable to attend.

•  Mr Davies spoke on a number of issues mainly speeding and data which had been collected.

•  The Chairman spoke about a request for a crossing or traffic islands in Heywood Road which had been received. He advised that Northam Town Council might be able to help with some funding for this.

•  There was also a discussion on parking enforcement.

•  Mr Davies confirmed that improvements to the footway from Broad Lane to Richmond Green will be taking place shortly.

1004/26 Presentation on the Heywood Road cycleway/footway scheme by Mr Rhys Davies Area North Highway Management

Mr Davies gave a very informative presentation on the proposed cycleway/footpath scheme and this was followed by a full discussion. Mr Davies took a number of issues away from the meeting for consideration.

1004/27 To consider items referred from full Council

(a) Provision of dog waste bin.

It was resolved to support the installation of a dog bin at the junction of South Lea, Cluden Road, Chope Road, Daddon Hill and Lenwood Road and to write to Torridge District Council expressing concern at their advice as to the responsibility of installing dog bins.

(b) Referral of correspondence re Skern Lodge hedge – proposal to make a small grant.

The Chairman advised that he will be speaking to Skern Lodge with a view to borrowing their expert on hedge laying and perhaps this could be a reciprocal arrangement.

(c) Correspondence received re allotments

The Clerk was asked to respond to the letters received advising

•  That the weedkilling was done professionally and there was no overspray.

•  Further communication should have been circulated regarding the work but efforts will be made to improve communications in future.

•  It is not currently intended to allow vehicular access or parking and it is hoped to improve the hedge by laying it properly.

•  There was communication with local residents and the project was well advertised in the local press. The Council understands their concerns but no decisions have been made formally apart from providing the allotment and fencing. There is also a report on the website.

1004/28 Update on Hanging Baskets

The Clerk advised that the hanging baskets should be installed on 19th or 20th April.

1004/29 To consider an update on the Burrough Farm allotments

The agreement is almost ready to sign, but the area needs to be professionally mapped so that the boundaries are clearly defined and the map attached to the agreement. Correspondence was received regarding some issues.

1004/30 To consider an update on the Seagate car park

The Clerk will acquaint herself with the file and call an informal meeting with Cllrs Johnson, Langton and Edwards
