Minutes of a meeting of the Town Projects Advisory Committee held in the Council Chamber, Windmill Lane, Northam on Tuesday 19th August 2008.

1. Minutes of the Town Projects Advisory Committee held 5 th June 2008

The minutes of the Local Development Framework Advisory Committee held on 5 th June 2008 were approved and signed.

2. Notice Boards

The Town Clerk advised on the likely costs of Notice Boards purchased from national suppliers. It was thought that a local contractor would be likely to provide a more competitive price. It was generally agreed that four were required for the parish but in the first instance quotations would be obtained for replacing the notice board at the Northam Library.

3. Festive Lighting

The Chairman reported on the results of investigations he was undertaking. It was hoped that the festive lighting would be solar powered and that four Christmas trees would be provided, one in each ward. It was thought the total cost would be in the region of £3,000 to £4,500 and Cllr Miller undertook to report further at full Council at the end of September.

4. Allotments

Members reported that the Business Plan for the purchase of the land at Burrough Farm had been presented to the District Council. The scheme includes for the establishment of 20 full size allotments at Burrough Farm. Cllr Miller reported that with regard to the Tadworthy land the present tenant was willing to consider some of the land being used for allotments. It was agreed to write to all the potential allotment holders on the waiting list and ask them to write to Torridge to support the Town Council's efforts to obtain the Burrough Farm land, which would be considered by the District Council on 22nd September.

5. Dog Bins

Members considered the costings provided by the District Council to provide and service dog bins. It was agreed that the urban type bins were required and it was agreed to provide 12 at a cost of £160 each, the bins to be allocated on the basis of 3 for each ward.

Cllr Mrs Collins joined the meeting at this juncture.

6. Street Cleaning

Members considered the costs of a manual sweeper operating in central Northam once per week. The District Council advised that for 2.5 hours per week the cost would be £23.07p and Members agreed that this should be accepted and the service provided as soon as possible.

7. Any other matters

Cllr Langton advised that some works were required at Northam War Memorial to remove some dead trees and to tidy up. It was agreed to undertake this work in time for Remembrance Sunday.

Cllr Langton also advised that the fence around the play area at Lords Meadow was leaning at an extreme angle and needed attention. It was agreed to contact the District Council.

It was also agreed to draw the District Council's attention to the state of the toilets in the Windmill Lane offices.
