Minutes of a meeting of the Town Council's Planning/ Licensing Committee held in the Council Chamber, Windmill Lane, Northam on Wednesday 13 th February 2008.

Members - Cllrs Mrs P Biggs, Mrs A J Boyle, Mrs S Collins, Mrs M M Cox, B M Edwards, P Hames, R W A Miller, R H Osborne, R M M Tisdale and S Robinson together with 1 parishioner

Apologies were recorded on behalf of Cllrs A Eastman and J Braund

1. Minutes

The minutes of the Town Council's Planning/Licensing Committee held 29 th January 2008 were approved and signed.

2. Tree Preservation Order Appeal

Cllr Mrs Cox referred to the refusal issued by Torridge to the application to fell a yew tree in the garden of The Ferns, Buckleigh Road. This matter had now been taken to appeal by the applicants and Cllr Mrs Cox was asking the Town Council to write a letter in support of retaining the tree and pointing out that the reasons for the application did not stand up to examination. It was so RESOLVED .

3. Planning applications

Councillors Robinson and Tisdale made the following statement:-

“As both a Town and District Councillor I wish to make it clear that I will reconsider the matter(s) at the District level, taking into account all relevant evidence and representations at the District Council's Plans Committee”.

0103/08 Proposed garage/workshop – re-submission of 1134/07 - Mount

Raleigh Residential Care Home – RESOLVED - Council recommends refusal for the reasons previously given: -

Insufficient information on the workshop uses. Proposal seems over-large for domestic use. Need to establish what the workshop will be. If the District Council is mindful to approve then specific conditions would be required to ensure that a business did not become established and perhaps limitations on size would be necessary. They also wish to add that they are concerned about the increase in traffic resulting from any industrial/commercial use of the garage. It is noted that the Council's information sheet describes the property as a residential care home. The applicant's forms make no reference to this and it is believed that the property no longer functions as a residential care home.

At this juncture Cllr Mrs Cox left the meeting.

1346/07 Proposed alterations including loft conversion and extension - 15 Castle Street, Northam – RESOLVED - Recommend approval but would like to see more insulation.

(Vote: Unanimous)

0046/08 Proposed canopy extension on timber posts. The Rumblin Tum, Westbourne Terrace – RESOLVED - Recommend approval.

Cllr Mrs Collins declared a prejudicial interest and left the meeting for the item.

0048/08 Proposed first floor bedroom extension and erection of summerhouse at bottom of garden. 11 Alpha Place, Appledore – RESOLVED - Concerned about the size of the summerhouse and whether this could be used for letting during the summer months. Recommend approval but with reservations and would like the Conservation Officer to be satisfied.

0052/08 Proposed change hipped roof to gable end incorporating loft conversion. New first floor bay window and dormer window on north elevation. Installation of additional windows on west elevation and single storey extension to the rear. 15 Hillcliff Terrace, Appledore – RESOLVED - Recommend Refusal. Concerned about the effect on the street scene. The proposal would make a massive end to the terrace with the possibility of overlooking. Concerned about the flat roof. Generally out of keeping and over-intensive use of the site. As indicated by the Planning Officer in the pre-application review it is important that the scale and design of extensions should be appropriate to the house and its setting and not result in a significant loss of amenity for the occupiers of neighbouring dwellings etc. This proposal appears not to satisfy these requirements.

0062/08 Proposed roof extension to provide further accommodation. Goosander, Odun Road/Richmond Road, Appledore – RESOLVED - Recommend Refusal. The Council would question whether the access would support further expansion of this property. Torridge District Local Plan, it is understood, restricts development to two storeys in this area. The proposal is over development, it will become too large a structure and over-bearing for the area.

0071/08 Proposed retention of boundary wall to front and side. Beachfield, 42 Nelson Road, Westward Ho! – RESOLVED - Recommend Refusal. The wall is unacceptably high for the street scene. The original wall was of a satisfactory height. The Council questions why the wall needs to be so high.
