Minutes of a meeting of the Town Council's Planning/ Licensing Committee held in the Council Chamber, Windmill Lane, Northam on Wednesday 16th January 2008. Minutes The minutes of the Town Council's Planning/Licensing Committee held 18 th December 2007 were approved and signed. (Vote: Unanimous) 2. Planning applications 1260/07 Proposed Extension to first floor on front elevation - Ashridge, North Street, Northam RESOLVED - Recommend approval. (Vote: 7 For, 2 abst) 1330/07 Proposed Conversion of roof space to living accommodation to include new dormer windows - 2 Park Avenue, Westward Ho! RESOLVED - Recommend approval. (Vote: Unanimous) 1341/07 Proposed Addition of external Romeo and Juliet balcony to existing ground floor flat - The former Gaiety Cinema, 109 Irsha Street, Appledore RESOLVED - Recommend approval. (8 For, 1 against) 1370/07 Proposed Single storey conservatory - 42 Ridgeway Drive, Northam RESOLVED - Recommend approval. (Unanimous) 1377/07 Proposed Demolition of existing extension and replacement extension to rear including raised patio area - 4 Fairlea Crescent, Northam RESOLVED - Recommend approval. (Unanimous) 1388/07 Proposed Alterations and extensions (ground and first floor) including relocation of garage - High Barn, 85 Bay View Road RESOLVED - Recommend refusal The proposal is out of proportion and not sympathetic to the existing building which has some architectural merit. The description of the proposal is misleading in that the building is virtually being demolished and the site re-developed. Garage too close to the road. (Unanimous) 1392/07 Proposed Single storey rear extensions, conservatory and bay windows - 32 Riversmeet, Appledore RESOLVED - Recommend approval. (Unanimous) 1432/07 Proposed Change of use to Care Home - The Chantry, 42 Nelson Road, Westward Ho! RESOLVED - Recommend approval Whilst not part of the application the Council would question whether the wall that has been constructed requires planning consent. Cllrs Mrs Boyle, Mrs Collins and Osborne declared a personal interest and did not vote on this. (5 For, 4 abst)
1435/07 Amendment to previous planning permissions entailing omission of promenade wall, rendered wall to face of building, and associated hard and soft landscaping - Cobalt Development, Bath Hotel Road, Westward Ho! RESOLVED - Recommend approval. (Vote 8 For, 1 abst) 1444/07 Proposed Extension and sub division to 2 no apartments - Sunset Heights, Bay View Road RESOLVED - Recommend approval. (Vote 8 For, 1 abst) 1453/07 Proposed Re-development 12 flats, 2 shops, 2 restaurants and car parking - Tourist Information Centre, Office and flat, public toilets, landscape and enhancement works. The Buccaneer, Bath Hotel Road RESOLVED Recommend refusal. The overall idea to re-develop and enhance the site is to be welcomed. However, this proposal has no architectural merit and is too high. In accordance with the Parish Plan development should not exceed 2 or 3 storeys. Not happy with the idea of the flat roof. The proposal would increase traffic and exacerbate the sewerage system which is already overloaded. Council would question whether there is a need for the TIC to be moved. The proposal, as currently, designed is hideous. If the District council are minded to approve there needs to be provision for 10% renewable energy under the new directive of Government. (Unanimous) 1456/07 Proposed Conversion of existing garage to form annexe - Seabright, Diddywell Road Cllr Eastman advised that he had spoken to the Planning Officer, Matthew Bale, and it is understood that planning consent for this proposal is not required. 1462/07 Proposed Amended design to Plots 2 and 3 - Torcedar, Nilgala Close RESOLVED - Recommend approval. (Unanimous) 3. Decision Notices With regard to the planning application for 30 new residential units at Roslyn Gardens Caravan Park application no 1239/07 the Members were concerned that it was not clear at the application stage that consent for the flats existed by virtue of condition 3 on the outline consent. This misled both Council Members and the public and had resulted in a great deal of unnecessary work and a degree of acrimony. It was RESOLVED to write to the District Council expressing concerns on how this application had been dealt with, with a copy to the Government Office South West. (Unanimous) 4. North Devon and Torridge Local Development Frameworks The Chairman made Members aware of a letter just received from the District Council regarding the consultation on the above document. The consultation period had been extended to the 31 st January as there had been very little response. It was RESOLVED to write to the District Council advising them that the document was both difficult to comprehend and boring. (Unanimous)
