Minutes of a meeting of the Town Council's Planning/ Licensing Committee held in the Council Chamber, Windmill Lane, Northam on Tuesday 18th December 2007.

1. Minutes

The minutes of the Town Council's Planning/Licensing Committee held 27 th November 2007 were approved and signed.

2. Planning applications

The Chairman advised Members that the District Council were now inviting a Parish representative to attend site meetings and the Plans Committee. At the Plans Committee the Member representing the Parish may put forward the Parish Council's observations on the application under consideration. It was agreed that the Town Clerk would circulate the notices from the District Council to the appropriate Ward Members.

Councillors Robinson and Tisdale made the following statement:-

“As both a Town and District Councillor I wish to make it clear that I will reconsider the matter(s) at the District level, taking into account all relevant evidence and representations at the District Council's Plans Committee”.

1191/07 Proposed development involving the demolition of existing bungalow and the construction of 6 small fisherman's cottages style houses. Garden Cottage, Golf Links Road, Westward Ho! – RESOLVED - Recommend approval.

1307/07 Proposed replacing flat roof garage, 3 no dormer windows and part of living room with pitched roofs and replacement conservatory - Marstan, Glen Gardens, Orchard Hill – RESOLVED - Recommend approval

1312/07 Proposed provision of close boarded fence to south west boundary. Dyers Lookout, Durrant Lane, Northam – RESOLVED - Recommend approval

1317/07 Proposed erection of conservatory and alteration to planning permission 1062/07 to provide additional bedroom. Rose Hill Rest Home, Robins Hill, Raleigh – RESOLVED - Recommend approval

1322/07 Westward Ho! Tennis Club, Avon Lane – Outline application for residential development of 24 homes - RESOLVED - Recommend refusal for the reasons given on the previous application i.e. Concerned about the increase in traffic which will have an effect on Avon Lane, Atlantic Way and Heywood Road, loss of amenity space within this area and no affordable properties incorporated into the proposals. In addition the Council remains concerned about the capacity of the sewerage and sewage disposal facilities which appear to be becoming over-loaded.

1328/07 Proposed 2 Velux conservation roof windows to north east side of roof. 107 Irsha Street, Appledore – RESOLVED - Recommend approval subject to appropriate materials being used, having regard to its location in the conservation area.

1345/07 Proposed removal of condition 14 of Planning permission 1841/05 requesting that footpaths be not provided for the permitted housing. Land to the east of Goodwood Park Road, Northam – RESOLVED -

1358/07 Proposed amendments to existing approved dwelling - Land west of No 14 Richmond Green, Appledore – RESOLVED - Recommend approval if no overlooking issues.

1364/07 Proposed alterations and improvement to the existing accommodation. Byways annexe, 1 Bay View Road – RESOLVED - Recommend approval

1368/07 Proposed change of use from hobby/office room to annexe accommodation for family member - 10 Northdene, Raleigh Hill – RESOLVED - Recommend approval

Cllr Mrs Collins declared a personal interest in this item.

1382/07 Proposed construction of a pair of single garages to replace existing garages that serve Bath Court flats. Site of the Nelson Inn, Nelson Road – RESOLVED - Recommend approval

1383/07 Proposed new detached dwelling on land adjoining Briarlea, Hilltop Road, Raleigh - RESOLVED - Recommend approval but have reservations on the adequacy of the highway network and sewerage system.

3. To consider final response sent by Town Clerk in respect of the Richmond Dock application.

Members considered the final response on the Richmond Dock proposal and it was RESOLVED to approve this final submission with the addition that the Planning Authority be advised that the site is at an important gateway to the old village and this needs to be considered in any proposal. Also the Design Statement was misleading as to the consultation carried out by the applicant.
