Minutes of a meeting of the Town Council's Planning/ Licensing Committee held in the Council Chamber, Windmill Lane, Northam on Tuesday 25th September 2007

Members - Cllrs Mrs P Biggs, Mrs S G Collins, Mrs M Cox, A Eastman, B M Edwards, P Hames, R J Johnson, R H Osborne, S Robinson

Apologies were recorded on behalf of Cllrs Mrs A J Boyle, and R W A Miller, R M M Tisdale

Councillor Robinson made the following statement:-

"As both a Town and District Councillor I wish to make it clear that I will reconsider the matter(s) at the District level, taking into account all relevant evidence and representations at the District Council's Plans Committee”.

1. Minutes

The minutes of the meeting of the Town Council's Planning/Licensing Committee held 17 th September 2007 were approved and signed.

2. Planning applications

0972/07 Proposed single storey rear conservatory extension and provision of new roof window to south roof slope - 37 Irsha Street, Appledore –

RESOLVED – Recommend approval

(Vote: Unanimous)

1042/07 Altering window to part French door, part fixed. Listed Building application - Little Staddon, 4 Staddon Road, Appledore – RESOLVED – Recommend approval

All Councillors declared a personal interest in this application because Cllr Mrs Boyle is related to the applicant.

(Vote: 9 For, 1 Abst)

1043/07 Proposed 2 storey side extension in rear garden -17 Seaview Road, Northam – RESOLVED – Recommend approval

(Vote: Unanimous)

1048/07 Proposed detached bungalow and garage - Rear of Plot No 6

Tors View, Cornborough Road – RESOLVED – Recommend refusal.

Tight access between plots 6 & 7, almost backland development. Too much for the area, over-development. Road overloaded, not in keeping with the layout.

(Vote: Unanimous)

1062/07 Proposed ground floor extension to the southern and eastern elevations plus the re-build of existing entrance porch. Rose Hill Rest Home, Robins Hill, Orchard Hill – RESOLVED – Recommend approval but concerned about the copper beech tree on which there is a Tree Preservation Order. Very important to avoid the roots to this large tree which will themselves be large. Important that they are protected.

Cllr Mrs Biggs joined the meeting at this juncture.

1077/07 Residential development – two dwellings and landscaped area - Land east of Glenrowan, Orchard Hill – RESOLVED – Recommend Refusal. Concerned about the increase of traffic on Orchard Hill which seemed to be one of your reasons for refusing application 0735/07.

(Vote: Unanimous)

3. Meeting with Head of Community Planning and Development TDC

Members considered the request from Mr Briggs to be advised of issues that the Town Council wishes to raise with him and it was RESOLVED to table the following questions:-

(1) Officer delegation with regard to planning applications and the role of the elected Member.

(2) Planning enforcement – how is this organised? Is it pro-active or re-active?

(3) Highway concerns with regard to traffic flows, particularly Heywood Road – Is this a matter for individual planning applications which add to the increase in traffic?

(4) Planning objections received by the District Council – How are these made available to the general public prior to a decision being made?

(Vote: Unanimous)

It was also RESOLVED to place an item on the next Town Council agenda to discuss the streamlining of services at the District Council.

4. Planning application 0573/07 – 6 Polywell, Appledore

There was confusion as to the latest situation with regard to this application and it was RESOLVED to make further enquiries.
