Minutes of a meeting of the Town Council's Planning/ Licensing Committee held in the Council Chamber, Windmill Lane, Northam on Tuesday 31st July 2007

1. Minutes

The minutes of the meeting of the Town Council's Planning/Licensing Committee held 18 th July 2007 were approved and signed.

(Vote: 3 For, 5 abst)

Councillor Robinson made the following statement: -

“As both a Town and District Councillor I wish to make it clear that I will reconsider the matter(s) at the District level, taking into account all relevant evidence and representations at the District Council's Plans committee”.

2. Planning applications

0625/07 Proposed extensions to existing car parking areas, Northam Surgery, Bay View Road – RESOLVED – Recommend approval but concerned that the whole site is becoming overcrowded with expansion and increased use of the surgery, chemist and dentist. Is it possible for a one-way system to be introduced to overcome the congestion problem at the entrance?

0660/07 Proposed single storey extensions and new vehicular access, 1 Lundy View, Northam – RESOLVED – Recommend approval

0705/07 Proposed conversion of existing dwelling into three apartments – Sutton Raleigh, Mount Raleigh – RESOLVED – Recommend approval if Highway Authority is satisfied. Concerned about the increase in traffic.

0793/07 Proposed conservatory extension plus covered passage between house and garage. 33 Dudley Way, Westward Ho! – RESOLVED -Recommend approval

0843/07-0844/07 Planning and listed building applications for internal alterations to ground floor retail premises, new shop front, new windows on south elevation and the conversion of single residential unit on upper floor to 2 no self-contained flats. 6 & 7 The Quay (The Post Office), Appledore –

RESOLVED - Recommend approval but concerned that the drawings do not indicate that it is the Post Office. The name over the frontage is Johns of Instow. The Council feels this needs to be Appledore Post Office. Is it possible for there to be a condition that the property is to be the Post Office? Also concerned that occupation of the two flats will exacerbate the car parking problem.

Cllr Mrs Boyle declared a personal interest in this item.

3. Planning Decisions

Members considered the planning decisions made by the District Council and were concerned that in a number of instances the District Council had come to a conclusion and issued the Decision Notice prior to the views of the Town Council being considered. It was RESOLVED to write to the Head of Planning, Mr Briggs, to ascertain the reasons behind the actions.

4. Planning Advice

Members discussed the possibility of training and advice from the District Council's Planning Officers. It was RESOLVED to ask Mr Steve Briggs to a future meeting of the Planning Committee.
