Minutes of a meeting of the Town Council's Planning/ Licensing Committee held in the Council Chamber, Windmill Lane, Northam on Wednesday 18 th July 2007

1. Minutes

The minutes of the meeting of the Town Council's Planning/Licensing Committee held 20 th June 2007 were approved and signed.

Councillor Mrs Cox made the following statement: -

“As both a Town and District Councillor I wish to make it clear that I will reconsider the matter(s) at the District level, taking into account all relevant evidence and representations at the District Council's Plans committee”.

2. Planning applications

0512/07 Proposed alterations and extensions – (Ground and first floor) including relocation of garage - High Barn, Bay View Road – RESOLVED - Recommend refusal. This is a lovely thatched house and its loss would spoil the visual amenity of the area. The proposal is too large for the site it is to built forward of the building line, the proposed balcony would overlook properties on either side, the garage is right up to the edge of the road and the second storey increases the possibility of overlooking.

0586/07 Deployment of 15metre radio base station mast, 2 equipment cabinets and ancillary development thereto including landscaping Land at BAAC Football Club, Churchill Way, Appledore - RESOLVED - Recommend Refusal for reasons previously given and also those cited by the Planning Inspector who rejected the previous application. Important to apply a precautionary principle with regard to radiation. New work in Europe and Scandinavia in particular indicates that there are problems with radiation and therefore it is unwise to site masts near residential properties or schools. It is understood that some authorities are insisting on a clear zone of 500-metre radius for residential and a 1000-metre radius for schools.

0641/07 Variation of conditions 4 and 10 due to changes in design and practical working procedures - Hubbastone Road, Appledore – Appledore Fish Dock – RESOLVED - Recommend approval on the proviso that no sewage shall discharge into the river and that condition 10 is enforced before the jetty work starts.

0648/07 Residential development of 11 no 2 bedroomed flats with car parking. All as previously approved but with the addition of a dormer window on the east elevation and the lift shaft roof raised 700mm- 5 Nelson Road, Westward Ho! – RESOLVED - No Objection

0714/07 Proposed erection of bungalow in front garden - Sun Ten, Golf Links Road – RESOLVED - Recommend refusal. Over intensive use of the site and forward of the building line.

0735/07 Proposed erection of 3 detached dwellings and access to Orchard Hill - Walled garden to north of Tower House, Orchard Hill – RESOLVED -

Mindful to recommend refusal. However the decision by the District Council to approve application 0346/07 land east of Glenrowan does cause some concern. There has to be a limit on the number of extra cars allowed to use this road and the present proposal would probably generate at least six cars. There are also other plots of land in Orchard Hill which may well generate additional traffic. Concerned about the access and also the clash with the public right of way which enters Orchard Hill at this point.

Cllr Mrs Biggs declared a prejudicial interest and left the meeting for this item. Cllr Hames declared a personal interest.

Certificate of Lawfulness – Meadow Sweet, Pusehill, Westward Ho! – Breach of condition 4 of planning permission granted in 1973 - Noted

3. Listing of Lakenham Convent

Members considered the proposal put forward by a member of the public at the last Council meeting to have the Lakenham Convent building listed. Standing Orders were suspended to allow Mr Tom Andrews to address the meeting. He advised the Members on the efforts he had made with the Department for Culture, Media and Sport to have the building listed. It was generally agreed that the building was an important structure which was particularly attractive for the locality and unique for the area. It was RESOLVED to send the various details provided by Mr Andrews to all Members with a view to putting forward good arguments why this building should be listed and the matter to be considered again at the next Planning Meeting.

4. Development at Tomouth Road

The Town Clerk advised that he had not yet written the letter to the Government Office South West regarding the proposal for five dwellings in Tomouth Road. It was RESOLVED to hold that decision in abeyance pending a decision by the District Council.
