Minutes of a meeting of the Town Council’s Planning/ Licensing Committee held in the Council Chamber, Windmill Lane, Northam on 18th April 2007

1. Minutes

The minutes of the meeting of the Town Council’s Planning/Licensing Committee held 27th March 2007 were approved and signed.

(Vote: Unanimous)

Councillor Tisdale made the following statement:-

“As both a Town and District Councillor I wish to make it clear that I will reconsider the matter(s) at the District level, taking into account all relevant evidence and representations at the District Council’s Plans committee”.

Councillor Tisdale abstained from voting on all planning applications.

2. 2651/06 Proposed amended plans for demolition of existing dwelling and
construction of 12 dwellings. Four Winds, Cornborough Road –
RESOLVED - Recommend Refusal. Out of character for the area. Would result in the loss of a number of trees with Tree Preservation Orders for which an independent survey is required. Would result in further increases in traffic. Also the density is too great and it is believed that there has been mis-representation by the applicant in that there are still problems with over-looking.

0275/07 Proposed alterations to form small flatlet on ground floor - The Boat
House, New Street, Appledore – RESOLVED - Recommend Refusal. The Council has serious misgivings about this application which seems to create a very small flat in a basement with no natural light or ventilation. There is also a lack of amenity area and the proposal will add to the parking congestion in New Street.

0058/07 Proposed single storey rear extension and dormer window attic conversion - Pitt House, Pitt Hill, Appledore – RESOLVED - Recommend approval.

0297/07 Proposed variation of condition to allow 2-month holiday occupancy -13 Lenwood Country Club – RESOLVED - Recommend approval.

0326/07 Proposed replacement windows on front elevation (casement to sash cord). Riverside, 4 Marine Parade, Appledore – RESOLVED - Recommend approval.

Recommend approval.

0343/07 Proposed temporary siting of additional portable building for business use - Barton Croft, Abbotsham – RESOLVED - Recommend approval but time limit required and would recommend twelve months.

0347/07 Proposed two-storey extension to the side of the property. ‘Avalon’ 74 Bay View Road, Northam – RESOLVED - Recommend approval

3. Proposed radio base station at Appledore Football Club

Members considered a letter from the Chartered Surveyors acting for O2 (UK) Ltd who are seeking to establish a radio base station at the football club in Churchill Way, Appledore. Comments were made to the effect that this was on the edge of the Biosphere and Coastal Preservation Area. Members RESOLVED to advise O2 that the Council would await the planning application before commenting. They would expect any application to totally justify the use of the site.
