Minutes of a meeting of the Town Council's Planning/ Licensing Committee held in the Council Chamber, Windmill Lane , Northam on Wednesday 14th March 2007

1. Minutes

The minutes of the meeting of the Town Council's Planning/Licensing Committee held 21 st February 2007 were approved and signed.

(Vote: 6 For, 1 Abst) Councillor Tisdale made the following statement:-

“As both a Town and District Councillor I wish to make it clear that I will reconsider the matter(s) at the District level, taking into account all relevant evidence and representations at the District Council's Plans committee”.

Councillor Tisdale abstained from voting on all planning applications.

2. Planning applications

2667/06 Proposed change of use from disused shop unit to domestic garage. 5 & 5a Cross Street , Northam – RESOLVED - Recommend approval.

Cllr Miller declared a personal interest in this application.

(Vote: 4 For, 3 Against, Chairman used his casting vote)

0015/07 Proposed loft conversion to form bedroom - New front and rear dormers to replace roof lights. 31 Meeting Street , Appledore – RESOLVED - Recommend approval.

(Vote: Unanimous)

0106/07 Proposed replacement porch - Little Poulner, Diddywell, Northam – RESOLVED - Recommend approval.

(Vote: Unanimous)

0124/07 Proposed demolition of existing flat roof garage plus erection of proposed dwelling in the garden - Littleholm Park Avenue, Westward Ho! – RESOLVED - Recommend approval.

0125/07 Proposed erection of bungalow with usable roof space. Dove Cottage, Conybeare Drive , Northam – RESOLVED - Recommend approval

DCC/2413/07 Town & Country Planning General Regulations 1992 – Regulation 3 New foyer and canopy together with internal alterations at St Mary's C of E (VC) Primary School, Chanters Road - RESOLVED – Recommend approval.

3. List of TPOs in Town Council area

Cllr Mrs Cox reported that she was undertaking an assessment of trees in the Raleigh Hill area and compiling a list for those she thought worthy of having a Tree Preservation Order and she wished to encourage others to help her in the task. Cllr Tisdale thanked Cllr Mrs Cox for her work in this area.

Cllr Mrs Cox also reported that residents of Bay View Road and Atlantic Way were felling trees on the escarpment. It was RESOLVED to send a letter to all appropriate residents in Bay View Road and Atlantic Way pointing out that the trees on the escarpment were protected.

4. Enforcement Officer

Cllr Hames reported that he understood that one of the two Enforcement Officers employed by the District Council was to be made redundant and he was concerned that this essential service would suffer. It was RESOLVED to write to the Chief Executive expressing this Council's concern and seeking confirmation that enforcement would continue to be pursued and ask him to reconsider the decision regarding the redundancy.

5. Burrough Farm

The Town Clerk reported a letter from the District Council regarding the land at Burrough Farm where it was suggested that a meeting be held to investigate further what the Town Council can offer with regard to this site. It was RESOLVED to nominate Cllrs Davies, Miller and Tisdale to meet with Mr Andrew Waite.
