Minutes of a meeting of the Town Council's Planning/ Licensing Committee held in the Council Chamber, Windmill Lane, Northam on Wednesday 17th january 2007

1. Minutes

The minutes of the meeting of the Town Council's Planning/Licensing Committee held 19 th December 2006 were approved and signed.

(Vote: Unanimous)

Councillor Tisdale made the following statement:-

“As both a Town and District Council I wish to make it clear that I will reconsider the matter(s) at the District level, taking into account all relevant evidence and representations at the District Council's Plans committee”.

Councillor Tisdale abstained from voting on all planning applications.

2. Planning applications

1696/06 Proposed erection of single detached dwelling and formation of new

access, Glen Firs, Glentorr Road - Amended Plan – RESOLVED - Recommend approval. Would like to see the trees around the edge of the site maintained and that energy conservation measures be incorporated into the development.

Cllr Brading let it be known that he had an interest in the area. Cllr Ford advised him that he should not vote on this particular application. Cllr Brading agreed and abstained.

(Vote: 6 For, 1 Against, 3 abst)

2527/06 Proposed single storey rear extension. 12 Richmond Road , Appledore –

RESOLVED - Recommend approval.

Cllrs Ford and Waters declared an interest and left the meeting for this item.

(Vote: 7 For, 1 abst)

2579/06 Proposed erection of conservatory to rear of property - 30 Kimberley Park, Northam – RESOLVED - Recommend approval.

(Vote: 9 For, 1 abst)

2583/06 Proposed demolition of garage, erection of single storey extension to the side and rear, erection of first floor shower room over kitchen - 45 North Street, Northam – RESOLVED - Recommend approval if Conservation Officer, who must be consulted, is satisfied.

(Vote: 8 For, 1 against, 1 abst)

2591/06 Proposed erection of dwelling - Land adjacent to 3 Venton Drive, Westward Ho! – RESOLVED - Recommend approval but concerned about flooding.

(Vote: 5 For, 3 against, 2 abst)

2625/06 Proposed outline application for residential development of 24 homes - Land to the West of Avon Lane, Westward Ho! – RESOLVED - Recommend refusal. Concerned about the increase in traffic which will have an effect on Avon Lane , Atlantic Way and Heywood Road , loss of amenity space within this area and no affordable properties incorporated into the proposals.

Cllr Barnes declared an interest as a member of the tennis club and left the meeting for this item. A Notice of Motion for approval was lost.

The Notice of Motion for refusal was approved.

(Vote: 5 For, 2 against, 2 abst)

2651/06 Proposed demolition of existing dwelling and construction of 12 dwellings, including alterations to access - Four Winds, Cornborough Road, Westward Ho! – RESOLVED - Recommend refusal. Out of character for the area. Would result in the loss of a number of trees with Tree Preservation Orders for which an independent survey is required. Would result in further increases in traffic.

Cllr Tisdale, having regard to his position living close to the proposed development and the actions taken by Cllrs Ford and Waters in relation to 12 Richmond Road , declared an interest and left the meeting for this item.

2659/06 Proposed single storey rear extension and internal alterations - 24 Dudley Way, Westward Ho! – RESOLVED - Recommend approval.

(Vote: 9 For, 1 abst)

2666/06 Proposed removal of single door, replace with double doors - Store, rear 8 The Square, Northam – RESOLVED - Recommend approval.

Cllr Miller declared a personal interest.

2669/06 Proposed installation of solar water heating collectors to south facing roof of garden outbuilding to replace approval given on house ref 1/1932/2006/ful. 37 Bude Street , Appledore – RESOLVED - Recommend approval.

(Vote: 9 For, 1 abst)
