Minutes of a meeting of the Town Council's Planning/ Licensing Committee held in the Council Chamber, Windmill Lane, Northam on Tuesday 19th December 2006

1. Minutes

The minutes of the meeting of the Town Council's Planning/Licensing Committee held 15 th November 2006 were approved and signed.

Councillor Tisdale made the following statement:-

“As both a Town and District Council I wish to make it clear that I will reconsider the matter(s) at the District level, taking into account all relevant evidence and representations at the District Council's Plans committee”.

2. Planning applications

2255/06 Proposed demolition of existing property and construction of 9

dwellings. Surf Bay , Golf Links Road – RESOLVED - Recommend approval. Would like to see an element of renewable energy which would help to keep future energy bills down for the owners.

2470/06 Proposed upgrade of existing and additional apartments. Gaiety

Cinema, Irsha Street , Appledore – RESOLVED - Recommend Refusal for reasons previously given. Also the narrow street in a conservation area is unsuitable for apartments especially on highways grounds. It is understood that the Environment Agency has stated that a flood risk assessment is needed; this seems very sensible given local knowledge of the situation at this slipway where it is known from casual observation that high tides, combined with poor weather can result in the tide surging to the top of the slipway.

2489/06 Proposed re- building of shop and store with toilet facilities for disabled. Pebbleridge Café, 1 Venton Drive, Westward Ho! – RESOLVED - Recommend approval. Applicant should be made aware of the District Council's investigations into the access arrangements for Northam Burrows.

Members considered the proposal and decided to seek further information by requesting site measurements and a polar plot.
