Minutes of a meeting of the Town Council's Planning/ Licensing Committee held in the Council Chamber, Windmill Lane, Northam on Wednesday 15 th November 2006

1. Minutes

The minutes of the meeting of the Town Council's Planning/Licensing Committee held 31 st October 2006 were approved and signed.

2. Planning applications

2191/06 Proposed construction of new fish landing jetty, new structural facing

to existing dock wall, extension to fish processing building and construction of new fish processing building and change of use to 4 and 5 Hubbastone Road from offices to office space and wet fish dock on ground floor and lecture/training space on first floor. Hubbastone Road, Appledore – RESOLVED – Members were concerned about the economics of the project and it was deferred to the next meeting in order that an Officer from the District Council can be in attendance.

1970/06 Proposed formation of a hardstanding, sub soil drainage and fencing. Torville, Atlantic Way, Westward Ho! – RESOLVED – Recommend approval

2084/06 Proposed conversion of existing barn to staff training facilities and

2085/06 storage. Bidna House, Bidna Lane, Northam – RESOLVED - Recommend approval but concerned about the possible increase in the volume of traffic using the narrow lane.

2159/06 Proposed extension to pharmacy to provide additional floor space. Alliance Pharmacy, Northam Surgery, Bay View Road – RESOLVED -

Recommend approval

2175/06 Proposed ground floor extension and conversion of roof space. 4 Southcott Road, Raleigh Hill – RESOLVED - Recommend approval

(Vote: Unanimous)

2176/06 Proposed two storey rear and side extensions to existing property, including raising ridge height to provide roof space accommodation. 39 Nelson Road, Westward Ho! – RESOLVED -

Recommend refusal. Appears to be over-development of the site and out of keeping with neighbouring properties. Far too big.

2180/06 Proposed single storey rear extension. Meadowsweet, Puse Hill, Westward Ho! – RESOLVED - Recommend approval

2183/06 Proposed conservatory at the front of the property. Nineteen Steps, Orchard Hill – RESOLVED - Recommend approval

2185/06 Proposed one low cost home and parking bay – 50 J H Taylor Drive –

RESOLVED – Recommend refusal. This is so small that it does not constitute a sensible proposal. Not sure what low cost means. Is it being offered as an affordable home?

2229/06 Proposed dormer window, garage and re-location of existing conservatory - 3 Venton Drive, Westward Ho! – RESOLVED - Recommend approval

2238/06 Proposed conversion to form 3 no residential units. Bell Inn, Newquay Street, Appledore – RESOLVED – Recommend approval

3. Development of Richmond Dock, Appledore

The Town Clerk reported that Red Earth Developments, who were producing the proposals for the Richmond Dock site, wish to come to the Council to present their proposals. It was RESOLVED to invite Red Earth Developments to a future meeting of the Planning Committee.
