Minutes of a meeting of the Town Council's Planning/ Licensing Committee held in the Council Chamber, Windmill Lane, Northam on Wednesday 11th October 2006

1. Minutes

The minutes of the meeting of the Town Council's Planning/Licensing Committee held 26 th September 2006 were approved and signed.

2. Planning applications

1841/05 Proposed residential development - Land to the east of Goodwood Park

Road - additional details comprising ecological report – RESOLVED -

The Council maintains its previous objections and would in addition ask that: (i) The District Council examines its policies with regard to the site, (ii) from the Ecology report the site is clearly important i.e. mature trees, important hedgerow and stream and these need to be protected (iii) Devon County Council be asked to comment again as volumes of traffic on Heywood Road are becoming a serious problem and (iv) this is the last green area near the river in the Limers Lane area

1889/06 Proposed dormer windows to form loft conversion and an escape door at first floor level - 30 Meeting Street, Appledore – RESOLVED – Recommend approval if no overlooking problems.

(Vote: Unanimous)

1890/06 Proposed erection of single storey bungalow with usable roof space and cellar and block built garden shed - Dove Cottage, Conybeare Drive, Northam – RESOLVED - Suggest a site visit to establish impact on buildings at the rear, appears to be squashed in and detrimental to the area.

(Vote: Unanimous)

1976/06 Retrospective change of use from garage to living accommodation. 14 Amyas Way – RESOLVED - Recommend approval.

(Vote: 4 For, 3 Against)

2032/06 Proposed top floor rear extension - 20 South Road, Appledore – RESOLVED – Recommend approval if no overlooking problems

(Vote: Unanimous)

2038/06 Proposed single storey annexe extension and garage - 4 Cornborough Road, Westward Ho! – RESOLVED – Recommend refusal - Appalling construction, poor design.

(Vote: 6 For, 1 abst)

3. Notice of Motion from Cllr Mrs Cox – “ That a letter be written to the District Council urging them to permit the free use of Odun Road car park from 8.30 am to 9.00 am to allow parents of children attending Appledore Primary School to park.”

Members considered the above Notice of Motion from Cllr Mrs Cox and it was

RESOLVED to write to the District Council requesting them to change their policy to enable free use of Odun Road car park and also Bone Hill car park to enable a virtual bus of children to walk to school.

(Vote: 6 For, 1 abst [Cllr Waters])

4. Notice of Motion from Cllr Hames – “That this Council requests Torridge District Council to pursue water saving conditions on new development and, where appropriate, the incorporation of renewable energy”.

Members considered the above Notice of Motion from Cllr Hames and it was RESOLVED to write to the District Council in support. It was also RESOLVED to request Torridge itself to implement water saving measures in its offices and other public buildings.

(Vote: Unanimous)

5. Land between the Moors

Members considered a letter from the South West Forest with regard to the above project. It was RESOLVED to allow a speaker at a future planning meeting for not more than 10 minutes.

(Vote: Unanimous)

6. Torridge Licensing Forum

Members considered a letter from the District Council who were seeking representation from Town Councils on the Torridge Licensing Forum. It was RESOLVED to nominate Councillor Miller.

(Vote: Unanimous)

7. Fly tipping at Knapp House

Members considered a letter from the District Council regarding the tidal embankment at Knapp House. It was RESOLVED to write to the District Council complaining about the length of time it had taken to reply. It was also RESOLVED to write to the Environment Agency to advise them of the further damage to the tidal embankment caused by the recent high tide with a copy to Mr Bowman, Devon County Council. It was also RESOLVED to write to the County Council about a crack appearing in the footpath.

(Vote: 6 For, 1 abst) [Cllr Waters declared an interest and abstained]

8. New development at Nelson Drive

It was RESOLVED to accept the name put forward by the developer of Nelson Mews.

(Vote: Unanimous)
