Minutes of a meeting of the Town Council’s Planning/ Licensing Committee held in the Council Chamber, Windmill Lane, Northam Wednesday 10th May 2006

1.         Minutes

           

The minutes of the meeting of the Town Council’s Planning/Licensing Committee held 25th April 2006 were approved and signed.

2.         Planning applications

 

            0136/06           Proposed erection of garage in front garden – 76 Bay View Road –

RESOLVED – Recommend approval but must not be used for residential occupation i.e. must remain as a garage.

 

(Vote: 6 For, 2 Abst)

 

            0727/06           Proposed erection of a dwelling. Land to the east of 110 Bay View

Road, Northam – RESOLVED – Recommend approval subject to appropriate landscaping and protection of the escarpment and that the construction of the dwelling meets the BRE Eco Homes Standard.

 

(Vote: Unanimous)

 

            0728/06           Proposed replacement roof to conservatory - 24 Armada Way,

Westward Ho! – RESOLVED – Recommend approval.

0785/06           Proposed conversion of existing garage to living accommodation, erection of first floor extension and erection of a detached double garage - 62 Bay View Road, Northam – RESOLVED – Recommend approval subject to appropriate landscaping being provided.

            0797/06           Cobb Cottage, 4 Myrtle Street, Appledore – Proposed refurbishment

0799/06           to existing cob and stone built building and to utilise for occasional accommodation – ancillary to main dwelling - RESOLVED – Recommend approval but must remain ancillary and not become a separate dwelling.

            0812/06           Proposed listed building application to renew the main roof covering, 9

The Square, Northam – RESOLVED – Recommend approval

            0813/06           Proposed extension to No 10 following approval 0680/05 – Revised

Scheme to allow change to cloakroom and conservatory. 10 St Teresa’s Court – RESOLVED – Recommend approval.

Cllrs Barnes and Tisdale declared a prejudicial interest in the next item and left the meeting while this was being decided.

 

            0861/06           Proposed listed building application to carry out alterations to

bathrooms -  Woodville, Raleigh Hill – RESOLVED – Recommend approval subject to the Conservation Officer being satisfied.

 

(Vote: Unanimous)

 

3.         Hinks’ Boatyard, Long Lane, Appledore

 

Members considered a letter from Land and Water Estates Ltd regarding their proposals for the land at Hinks’ Boatyard.  It was RESOLVED to advise the company that this Council was not in favour of the proposals being put forward and retained their previous recommendation.  The company also to be advised that the Council is of the opinion that there would be conflict between the industrial use as a boatyard and residential use.  It was also RESOLVED to write to John Hardy at the Tarka Foundation to ascertain more details of their proposals regarding teaching youngsters boat building skills.

4.         Torridge District Council Core Strategy

 

Members considered this and it was RESOLVED to put together a response at the planning meeting to be held on the 14th June.
