Minutes of a meeting of the Town Council’s Planning/ Licensing Committee held in the Council Chamber, Windmill Lane, Northam on Tuesday 20^th December 2005

1.         Minutes

The minutes of the meeting of the Town Council’s Planning/Licensing Committee held 29^th November 2005 were approved and signed.

2.         Planning applications

1583/04           Proposed double holiday cottage, 2 boat workshops (1 with offices over, 1 with a holiday flat over) and outside hardstanding area for boat/trailer parking and winter storage. Hinks’ Yard, Long Lane, Appledore – RESOLVED - Recommend Refusal as the present application is out of character and in the coastal zone.  Council would accept a commercial/industrial use with small residential accommodation using the footprint of the existing cottage.

2039/05           Proposed change of use of land to incorporate into garden. Seashells, 30 Dudley Way – RESOLVED - There seems to be some doubt over the ownership of this land but in any event it needs to be kept as a public open space with a public right of way through it.

2154/05           Proposed Listed Building application  for replacement of 1 window and entrance door, blocking up of 1 window, 2 new roof lights plus internal alterations and upgrades to both house and annexe. 68 Irsha Street, Appledore – RESOLVED – Recommend approval.

2174/05           Proposed extension of existing workshop from current size of 30m x 27m to 45m x 27m. Newquay Dock, Hubbastone Road, Appledore – RESOLVED - Recommend approval.

2180/05           Proposed single storey extension to side of house. 47 Western Avenue, Appledore – RESOLVED - Recommend approval.

            2182/05           Proposed conversion of restaurant and coffee shop to form

2306/05           3 no flats. 9 The Quay, Appledore – RESOLVED - Recommend Refusal.  Concerned about the loss of a shop in the village.  The proposal will result in 4 in total flats which will probably be more holiday homes adding to the ghost town scenario in the winter months and aggravating the parking problems in the summer.  There needs to be an economic appraisal to justify the loss of a commercial outlet.

2220/05           Proposed replace front doors and frame. Appledore Baptist Church, Meeting Street – RESOLVED - Recommend approval.

            2222/05           Proposed replacement of previously demolished dwelling.

98 Bay View Road, Northam – RESOLVED - Recommend approval but concerned that it is a retrospective application.  Policy DVT8 is particularly important as this is a prominent site.

            2239/05           Proposed conversion to form 3 residential units - The Bell Inn,

Newquay Street, Appledore – RESOLVED - Recommend approval.

2247/05           Proposed single storey rear extension - 47A Hanson Park, Northam – RESOLVED - Recommend approval but concerned that the hedge bank at the rear needs to be retained.

            2288/05           Proposed erection of dwelling -  79 Richmond Park, Northam –

RESOLVED - Recommend Refusal.  Concerned that the property is half built.  This ruins the look of the estate and is an example of planning blight.

            2298/05           Proposed erection of single dwelling, demolition of existing garage and

minor access alterations.  The Little House, Chope Road – RESOLVED - Recommend Refusal.  Council would agree with the reasons for refusal given by Torridge on the previous application.

            2301/05           Proposed bungalow - Garden of 17 Beach Road, Westward Ho! –

RESOLVED – Recommend approval but concerned that it appears to be a big bungalow on a small garden.

2363/05           Proposed renewal of outline consent for the erection of a dwelling

and garage.  Cluden House, Cluden Road – RESOLVED - Recommend approval.

            2386/05           Proposed brick and railings enclosure of existing Kingdom Hall site,

including previously approved car parking facilities - Kingdom Hall,

Churchill Way, Northam – RESOLVED - Recommend approval.

            2243/05           Proposed single storey double garage. 20 Staddon Road, Appledore –

                                    RESOLVED – Recommend approval.

            2327/05           Proposed re-cladding of the existing quay wall along the quay and

Marine Parade. The Quay, Appledore – RESOLVED - Recommend approval.

2349/05           Proposed erection of a house and garage and demolition of existing garage - Land to the west of 14 Richmond Green – RESOLVED - Recommend refusal.  Does not comply with the outline consent which states in Condition 2 that the development shall take the form of a single storey dwelling or chalet style bungalow.
