Minutes of a meeting of the Town Council’s Planning/ Licensing Committee held in the Council Chamber, Windmill Lane, Northam on Wednesday 12th October 2005

1.         Minutes

           

The minutes of the meeting of the Town Council’s Planning/Licensing Committee held 14th September 2005 were approved and signed.

2.         Planning applications

 

1614/05           Proposed lambing shed - Additional information. Land at Long Lane, Northam – RESOLVED - Recommend refusal.  Members are concerned about the accuracy of the appraisal.  It is understood that the applicant claims that himself and his wife are in the full time occupation of sheep farming but it is understood that the applicant is a gravedigger at the Higher Cemetery at Bideford.   It is also understood that the appraisal advises the need for a new site inferring that there must be an existing site.  Council would like to know where the existing site is.  The Council maintains its objections to development in a coastal zone.

                       

Councillor Ford abstained from voting on this application.

1616/05           Proposed 2 Velux windows to master bedroom, rear elevation. 23 Dudley Way, Westward Ho! – RESOLVED - Recommend approval but concerned that the work has already started.

1653/05           Proposed Retrospective application for private stabling for 2/3 horses. Land to east of Golf Links Road – RESOLVED - Recommend refusal.  Concerned that this is outside the development area and if approved could lead to other developments in this area.  Seems to be in the coastal zone.  If Torridge is mindful to adopt it then appropriate landscaping is required.  Concerned that enforcement action was not taken to stop this happening.

1707/05           Proposed construction of front entrance porch. Penehana, Cornborough Road – RESOLVED - Recommend approval.

1766/05           Proposed alterations and extension to existing pharmacy to provide additional shop/dispensary floor area. Alliance Pharmacy, Old Library, Bay View Road – RESOLVED - Recommend approval.

1769/05           Proposed erection of conservatory to the rear. 4 Commodore Close, Westward Ho! – RESOLVED - Recommend approval.

1793/05           Proposed demolition of skittle alley and erection of 3-storey house for multiple occupation containing 12 flatlets and re-laid access. 7 Atlantic Way, Westward Ho! – RESOLVED - Recommend approval in principle but concerned about the design.  Does not appear to fulfil the obligations of ECD7 which requires that development should improve the attraction of the resort and there should be a landscaping scheme in accordance with policy DVT8.

1795/05           Proposed conservatory and first floor extension. Stow Cottage, Heywood Road – RESOLVED - Recommend approval.

1825/05           Proposed erection of single detached dwelling and formation of new access. Glen Firs, Glentorr Road – RESOLVED – Recommend approval if highway authority satisfied.  Landscaping scheme required.

1829/05           Proposed double garage, 6 Century Drive, Northam – RESOLVED - Recommend approval.

1832/05           Proposed 2 bed dwelling and garage and re-positioning of existing garage. Rear garden of No 1, Woodstock, Glenfield Road – RESOLVED - Recommend approval.  Seems big for the site.

1841/05           Proposed Outline application for residential development. Land to the east of Goodwood Park Road – RESOLVED - Recommend refusal.  This proposal would result in more traffic on the already overloaded Heywood Road.  The land itself needs to remain as a green space within an already extensively developed area.  There are serious traffic problems on Heywood Road, which is the only major link to Northam parish.  Development of this land is not required to meet the targets, as sufficient land is available at Bideford East the Water.

1847/05           Proposed loft conversion/extension – Retrospective application. Trelease, 2 Orchard Hill – RESOLVED - Recommend approval but concerned that this is yet another retrospective application.  Applicants should be required to pay a surcharge on the planning fees for dealing with retrospective matters.

1857/05           Proposed erection of a dwelling - Stoneleigh, Daddon Hill – RESOLVED – Recommend approval.

                                    Cllr Ford declared a personal interest in this application.

3.         Re-development of the Bath Hotel Site, Bath Hotel Road, Westward Ho!

 

The Town Clerk reported on the access arrangements for the new development on the Bath Hotel site.  He advised that there was some confusion over the land owned by the developer and that if the development proceeded, the section of Bath Hotel Road from the end of the adopted highway would need to be lowered to gain access to the underground car park.  This would result in the access to the promenade being limited to pedestrian width.  There is also some concern that the developer did not own this land although he seemed to have claimed to do so at the planning application stage.  It was RESOLVED to write to the Council’s Planning Officer and Solicitor raising these concerns and asking them to ensure that the access road to the promenade was preserved and maintained.

4.         Local Government (Miscellaneous Provisions) Act 1982 Public Entertainment Licences
