Minutes of a meeting of the Town Council’s Planning/ Licensing Committee

held in the Council Chamber, Windmill Lane, Northam on Tuesday 27th September 2005

1.         Minutes

           

The minutes of the meeting of the Town Council’s Planning/Licensing Committee held 14th September 2005, as amended, were approved and signed.

2.         Planning applications

                       

1623/05           Proposed construction of conservatory and extension to existing kitchen

and lounge 61 Richmond Park, Northam – RESOLVED - Recommend approval.

            1655/05           Proposed First floor extension over existing flat roof area to

1666/05           provide additional space to private accommodation above public house;

alterations to Bude Street ground floor elevation in sympathy with the main building. Royal Hotel, Bude Street, Appledore – RESOLVED –

Recommend approval but disappointed about the flat roof, pitched roof would look so much better.

 

(Vote: Unanimous)

 

            1670/05           Proposed conservatories to Plots 1, 2, 3 and 4, proposed repositioning

of side door and window Plots 1, 2, 3 and 4.  White Lodge site, Richmond Road, Appledore – RESOLVED - Recommend approval.

                                    Cllr Ford declared an interest and did not vote.

            1716/05           Proposed Listed Building application for the installation of a condensing

boiler unit with a 500mm flue out of the roof. 35 Market Street, Appledore – RESOLVED - Recommend approval.

1732/05           Proposed erection of 2 no semi detached dwellings and shared access.

Land adjacent to Rowan House, Fordlands Crescent – RESOLVED -

Recommend refusal.  With this proposal there would be a lack of curtilage to the properties i.e. the design is too big for the site.  Proper regard needs to be had for the trees that exist on the site and a landscaping scheme provided.

1756/05           Proposed extension - 11 Lundy View, Northam – RESOLVED - Recommend approval subject to no overlooking problems.

            1757/05           Proposed alterations and extension to single storey extension -

7 One End Street, Appledore – RESOLVED - Recommend approval.

            1768/05           Proposed erection of bungalow - Land to west of 1 Lenwood Road,

Northam – RESOLVED - Recommend refusal.  Nothing has changed to overturn the Inspector’s conclusions.

            1801/05           Proposed 02 (UK) Radio Base station comprising a 20 metre high lattice

telecommunications mast, 3 antenna, 2 equipment cabinets and ancillary development.  The mast is so positioned on the site so as to be useful as a floodlighting tower. BAAC Football Club, Churchill Way, Appledore – RESOLVED - Proposal seems excessively tall and is too near housing.  Is there a proven need for this mast and could radiation be a problem as no doubt the mast will be used by other operators as has happened at Buckleigh?  The Council would be concerned about any floodlighting fixed to the pole for the football pitch as this would shine towards Wooda Road/Churchill Way and could be a hazard to drivers.
