Minutes of a meeting of the Town Council’s Planning/ Licensing Committee held in the Council Chamber, Windmill Lane, Northam on Wednesday 24th August 2005.

1.         Minutes

           

The minutes of the meeting of the Town Council to consider planning applications and allied matters held 26th July 2005 were approved and signed.

2.         Planning applications

 

1215/05           Proposed commercial kitchen extension - Potwallopers Restaurant, Golf Links Road – RESOLVED – Recommend approval.

Cllr Tisdale declared a personal interest in this application and did not vote.

1217/05           Extension to dwelling – 25D Fore Street, Northam - RESOLVED – Recommend approval.

1264/05           Retention of signboards, individual lettering and projecting sign, 4 new

1266/05           signs, retention of 2 no CCTV cameras on front elevation and 2 no lighting units in forecourt – Seagate Hotel, The Quay, Appledore - RESOLVED – Recommend approval.  The CCTV is considered important in the fight against vandalism and the lighting proposed supports this during the hours of darkness.

1269/05           Proposed additional bedroom and indoor swimming pool (Amended scheme) The Maples, Cleave Barton, Durrant Lane – RESOLVED –

                                    Recommend approval.

1352/05           Proposed residential development, roads and sewers - Nelson Garage, Nelson Road, Westward Ho! –  RESOLVED – Recommend approval but with reservations.  At the recent DAWN Design and Development Brief first meeting, mention was made of the lack of suitable workshop units in Westward Ho! and this would appear to be a suitable site.  It was also noted that 14 dwellings is conveniently below the number whereby local needs housing has to be provided.

1360/05           Proposed Self-contained annexe only - Hunters Moon, Mount Raleigh Drive – RESOLVED –  Recommend approval.

1391/05           Proposed erection of 2 single storey extensions and balcony - Ravenscrag, 6 Staddon Road, Appledore – RESOLVED – Recommend approval.

1430/05           Proposed loft conversion and proposed single garage - Plot 4 White Lodge Site, Richmond Road, Appledore – RESOLVED – Recommend refusal.  The garage is too close to the park and the loft conversion is out of keeping with the immediate area and results in over-development of the site.

1431/05           Proposed erection of chalet bungalow in rear garden - 16 Bay View Road – RESOLVED –  Recommend approval if Highway Authority is satisfied.

1433/05           Proposed change of use of ground floor office and storage to a domestic flat.  Ground floor of Wooda Place, Wooda Road, Northam – RESOLVED – Recommend approval.

1435/05           Proposed 3 no pedestrian gated accesses to plots 1, 2 and 3.  Proposed loft conversion and single garage to Plot 4.White Lodge site, Richmond Road – RESOLVED – Recommend refusal.  The provision of pedestrian gates onto this part of the principal road could result in cars parking, thereby causing danger to road users.  The garage is too close to the park and the loft conversion is out of keeping with the immediate area and results in over-development of the site.

1457/05           Proposed construction of car parking bay in front garden - 9 North Street, Northam – RESOLVED – Recommend refusal.  It is considered that the average driver could not park in this space and leave the footway clear.

1458/05           Retrospective listed building application for demolition and replacement of chimney. 29 Bude Street, Appledore – RESOLVED – Recommend approval.

            1535/05           18 Ridgeway Drive – Proposed conversion of garage into dining room.

- RESOLVED – Recommend approval but concerned about loss of parking provision.

                                    (Vote: Unanimous)

 

 

 

1540/05           County Council application – Proposed baling of waste cardboard and paper, shredding and storage of waste plastic, storage and processing of waste metal and shredding of wood, all for re-sale.  Unit 2, Bidna Yard, Hubbastone Road, Appledore – RESOLVED – Recommend approval.

                        (Vote: Unanimous)

 

3.         Decision Notices

 

Members considered the decision notices at variance to their recommendations and they were concerned in respect of application 0795/05 – Sunnyside, Heywood Road that they had not been consulted.  This was of particular concern as there had been a number of objections to the proposals.  It was RESOLVED to write to the Head of Planning at Torridge District Council advising him of the Council’s concern with regard to the lack of consultation on this application and making the following suggestions with regard to procedures:

(a) That the site notice be amended to include the name and phone number of the Ward Member and

(b) That when objections are received the Ward Member be so informed before the end of the 21 day period.

 

            (Vote: Unanimous)

 

4.         Devon County Waste Local Plan

 

The Town Clerk advised that there were a number of summary leaflets for Members to consider and that an item would be placed on the next Planning Meeting in order that the Council may respond by the 26th September.

 

5.         Town Clerk’ Report

Monthly Financial Report – The Town Clerk presented the monthly financial report that included payments for this month and it was RESOLVED to accept.

6.         Local Government (Miscellaneous Provisions) Act 1982 Public Entertainment Licences

            The Appledore Hall [Main Hall] Appledore – RESOLVED – No objection.

7.         Transfer of Justices’ Licences

 

            Transfer of Licence - The Lenwood Club – Northam – RESOLVED – No objection.
