Minutes of a meeting of the Town Council to consider planning applications and allied matters held in the Council Chamber, Windmill Lane, Northam on Wednesday 15th June 2005

1.         Minutes


The minutes of the meeting of the Town Council to consider planning applications and allied matters held 11th May 2005 were approved and signed.         

(Vote: Unanimous)


2.         Bridge Hall


Members considered a letter from the Bridge Trust in connection with the possible purchase by the Town Council.  It was RESOLVED to nominate Cllrs Bradford MBE, Davies, Miller and Waters to meet with representatives of the Trust to explore the possibility of an outright purchase of the Hall.

(Vote: Unanimous)


3.         Notice of Motion from Cllr Mrs Cox – “That as the Town Council we write to Geoffrey Cox MP with a copy to John Prescott, Secretary of State, asking that when Building Regulations are reviewed later this year for far greater protection for any trees and hedging on development sites.  Also, in view of the serious threat from climate change, that new buildings and extensions/alterations are aimed towards zero emissions design.”


            Members considered this Notice of Motion and it was RESOLVED to write to Geoffrey Cox MP and John Prescott, Secretary of State, setting out the need to incorporate into designs existing trees and hedgerows and also drawing attention to the benefit of forms of construction which are low cost, locally sourced and environmentally friendly.

Cllr Mrs Cox left the meeting at this juncture.


4.         Planning applications


Cllr E J Davies declared an interest as a Member of the District Council’s Planning Committee and left the meeting.  Cllr Lane took the Chair.


0698/05           Proposed new driveway from Highbury Hill - Reed House, Diddywell Road – RESOLVED - Recommend approval if up to County standard.  Junction could be moved a bit further away from the bend.

0822/05           Proposed temporary seasonal shelter building for lifeguards during May to September - Sandymere Beach, Westward Ho! – RESOLVED – Recommend approval.

0894/05           Proposed Outline application for the erection of a dwelling. Land adjacent to Stoneleigh, Daddon Hill – RESOLVED - Recommend approval.

0897/05           Reserved matters application for proposed construction of 2 houses and associated site works. Land adjacent to St Helens, Hanson Park Road - RESOLVED - Recommend approval.

0899/05           Proposed conversion of existing nursing home and residential property into residential apartments comprising 3 two bedroom, 5 one bedroom and a one bedroom mews house with modification of windows and a small extension and associated landscaping - The Nursing Home, Meeting Street, Appledore – RESOLVED - Recommend approval.

1015/05           Proposed conversion of owner’s accommodation and extension to form additional residents accommodation.  Conversion of detached garage to form residents lounge with link to main building.  Entrance canopy - Donnington House, 47 Atlantic Way – RESOLVED - Recommend approval.

1017/05           Proposed extension to existing house to form an attached garage - 14 JH Taylor Drive, Northam – RESOLVED - Recommend approval providing there is room and the property is left with sufficient curtilage.

1082/05           Proposed insertion of window in north wall of restaurant. Seagate Hotel, Appledore – RESOLVED - Recommend approval.
