1.         Minutes

           

The minutes of the meeting of the Town Council to consider planning applications and allied matters held 13th April 2005 were approved and signed.

2.         Planning applications

 

Cllr E J Davies declared an interest and left the meeting.  Cllr Mrs Mounce was elected to the Chair.

 

0525/05           Proposed first floor extension over existing flat roofed area to provide additional space to private accommodation situated above public house; alterations to Bude Street, ground floor elevation in sympathy with rest of building. Royal Hotel, Market Street, Appledore – RESOLVED – Recommend approval.

0583/05           Proposed conversion of small barn/store (in back garden) into small bedsit for use by carer -  38 Goodwood Park Road – RESOLVED -

                                    Recommend approval.

            0605/05           Proposed two storey extension to the side of the property above

the original application granted in 2002 for a single storey - 4 Longfield, Appledore – RESOLVED - Recommend approval.

0620/05           Proposed extensions including internal and external alterations to accommodate for additional residents - Rose Hill Rest Home, Robins Hill – RESOLVED - Recommend approval.

            0624/05           Proposed construction of single dwelling and associated

site works.  Outline application. Land at Mount Raleigh – RESOLVED - Recommend approval and that the applicant be required to submit a landscaping plan.

0657/05           Proposed lounge extension and alterations. Petrock, Torridge Road, Appledore – RESOLVED - Recommend refusal.  This seems a poor idea in an attempt to create space for an additional building.  The proposal raises severe privacy problems to adjoining properties.

0666/05           Proposed decking. 19 Century Drive – RESOLVED - Recommend approval subject to there being no problems from overlooking.

Rudyard Way, Westward Ho! – RESOLVED - Recommend refusal.  The proposal is too big and will cause overlooking problems.

Ignition Supplies, Myrtle - Street, Appledore – RESOLVED - Recommend approval but concerned about closeness to existing properties and possible overlooking.

          0731/05             Proposed approval of reserved matters for a conservatory and first floor

extension over existing utility to provide en- suite - Riverbank Cottage, Cleave – RESOLVED - Recommend approval.

0740/05           Proposed outline application for a dwelling. Land to the west of Petrock, Torridge Road, Appledore – RESOLVED - Recommend refusal.  This application is linked to 0657/05.  Even with the demolition of part of Petrock there is insufficient curtilage to accommodate the proposal. The design is too big, out of keeping and will invade the privacy of adjoining properties in Victoria Crescent.  The high-pitched roof would seem to indicate the intention to have a loft conversion at a later date which would further create overlooking and privacy problems.  There is no car parking on the site and with Torridge Road currently used as a car park rendering it one way traffic at any one time and the adjoining car park used to capacity, it is essential that any proposal for this site should include car parking.

                                    Recommend approval.

0825/05               Proposed construction of a conservatory - Woodstock, Sandymere Road

– RESOLVED – Recommend refusal.

 

                                    (Vote: 4 For, 3 Against, 1 Abst) Chairman used her casting vote.

 

3.         Appledore Visual Arts Festival

 

            Cllr Eastwood declared a personal interest in this item.

 

            Members considered a letter from the County Council regarding the Appledore Visual Arts Festival’s request for permission to place temporary structures on the highway at the Quay, Appledore.

 

            It was RESOLVED to recommend that the County Council approve the application subject to the shelters erected by the Arts Festival should not be used for sleeping accommodation, that wheelchair access up and down the kerbs is provided or not obstructed and that a risk assessment is carried out.
