1103/132 Declarations of interest Members were reminded that all interests should be declared prior to the item being discussed.
1103/133 To agree agenda as published It was resolved to agree the Agenda as published.
1103/134 To confirm and sign the minutes of the Planning meeting held 23 rd February 2011 It was resolved to confirm and sign the minutes of the meeting held 23 rd February 2011 as a correct record.
1103/135 Public Participation It was noted that Members of the public are permitted to make representations, answer questions and give evidence in respect of any item of business included in the agenda. Each member of the public is entitled to speak once only in respect of business itemised on the agenda and shall not speak for more than 3 minutes. The period of time which is designated for public participation in accordance with standing orders shall not exceed 15 minutes.
1103/136 Torridge District Council Planning Applications: Torridge District Council, the determining Authority, has asked for comments from this Town Council on the following planning applications: - It was formally noted that participation of the Councillors who are also members of Torridge District Council in both the debate and subsequent vote (in respect of any of the applications below, were preliminary taking account of the information matters) was on the basis that the views expressed made available at the time to the Town Council. The District Councillors were reserving their final views on the applications until they were in full possession of all the relevant arguments for and against.
1/0020/2011/FUL Location: Orchard Way , Glengarth Close, Northam Applicant: Mr M Stevenson Proposal: Rear extension It was resolved to recommend to Torridge District Council that this application be approved despite the fact that the committee considered the plans inadequate.
1/0051/2011/FUL Location: Building at NGR 243274 128889 Fosketh Hill, Westward Ho! Applicant: Mrs E Potter Proposal: Conversion of double garage into a one bedroom dwelling It was resolved to recommend to Torridge District Council that this application be approved subject to the use of grey tiles to match adjoining properties. Also that the height is not intrusive to neighbouring properties and further development to this dwelling is not permitted.
1/0072/2011/FUL Location: 10 Northdene, Raleigh Applicant: Mr C Leather Proposal: Removal of condition 2 of planning permission 1/1368/2007/COU – amended plan Cllrs Mrs Biggs, Mrs Collins and Tisdale, declared personal interests and Cllr Osborne declared a prejudicial interest and left the meeting. Two members advised that they would abstain and this left the meeting inquorate. It was resolved to note this application. Cllr Osborne returned to the meeting

1/0140/2011/FUL Location: 6 Northdene, Bideford Applicant: Mr K Thorne Proposal: Erection of dwelling It was resolved to recommend to Torridge District Council that this application be refused as it appears to be backland development. The development is too large for the size of the site and the footprint appears larger than the existing building.
1/0143/2011/FUL Location: 18 Century Drive, Northam Applicant: Mr & Mrs D Parker Proposal: Proposed extension to form garden room It was resolved to recommend to Torridge District Council that this application be refused on the grounds that it is overlooking and would be an extension on an existing extension. The footprint is excessive. The committee would like to have seen a proper drawing showing the extension in relation to the boundary of neighbouring properties.
1/0146/2011/LBC 1/0147/2011/FUL Location: 12 Bude Street, Appledore Applicant: Mr S Percival Proposal: Extension in glass to existing listed building and repair alteration and conservation of historic fabric Standing Orders were suspended to enable a member of the public to speak. Standing Orders were re-instated It was resolved to recommend to Torridge District Council that this application be approved but with strict limits on construction traffic and working hours. Concerns were expressed regarding the historic fabric.
