Minutes of a meeting of the Town Council's Planning/ Licensing Committee held in the Council Chamber, Windmill Lane, Northam on Wednesday 16th September 2009.

Members - Cllrs Mrs P D Biggs, J Braund, Mrs S Collins A Eastman, B Edwards, P Hames, R Johnson, R H Osborne, S Robinson and 35 parishioners

Apologies were recorded on behalf of Cllrs Mrs A Boyle, Mrs M Cox, R Miller and R Tisdale

1. Minutes

The minutes of the Town Council's Planning/Licensing Committee held 26 th August 2009 were approved and signed.

2. Proposed Tennis Centre

Members discussed the proposals of the Tennis Club for their new site at Silford and suspended Standing Orders in order that the public and Tennis Club could speak to the Committee.

3. Planning applications

Cllr Eastman left the meeting at this juncture.

0651/09 Proposed replacement conservatory and erection of decking - Penhale, Glen Gardens, Orchard Hill – RESOLVED - Recommend approval if no overlooking problems.

(Vote: Unanimous)

Cllr Eastman rejoined the meeting at this juncture.

0713/09 Proposed change of use from residential to beauty salon - 32 Nelson Road, Westward Ho! – RESOLVED - Recommend approval.

(Vote: 9 For, 1 abst)

0737/09 Proposed replacement of wooden window and replace with pvc frame - 55 Kala Fair, Westward Ho! – RESOLVED - Recommend refusal. Environmentally friendly timber frames should be used.

(Vote: 6 For, 3 abst, 1 against)

0795/09 Proposed demolition of part of bungalow and approved new garage to be replaced by dividing wall - 29 Century Drive, Northam – RESOLVED - Recommend approval.

(Vote: Unanimous)

0797/09 Proposed conversion to four flats and alterations to building (revised scheme) - Gaiety Cinema, 109 Irsha Street, Appledore – RESOLVED - Recommend refusal. The proposal does not comply with many of the Local Plan policies. Fundamentally the roof line is far too high and the Council would wish to see the roof put back as it was originally. There was also concern that the applicant continues to make repeated applications when it is understood that he is under the strictures of an enforcement notice from the District Council following the Planning Inspector's decision.

0822/09 Proposed enlargement of existing attached garage - 23 Lily Close, Northam – RESOLVED - Recommend approval.

Cllr Braund expressed an interest and left the meeting.

Cllrs Osborne and Edwards were out of the room.

0837/09 Proposed two storey extension to the side elevation - 1 Lenwood Park, Orchard Hill – RESOLVED - Recommend approval.

(Vote: Unanimous)

0849/09 Proposed extension to rear providing a larger nursery and new community room - St Georges School, Jackets Lane, Northam – RESOLVED - Recommend approval. Energy saving and water saving measures required.

Cllr Eastman declared an interest and abstained from voting.

(Vote: 8 For, 1 abst)

Cllr Braund rejoined the meeting at this juncture.

0853/09 Proposed single storey extension and conversion of loft including dormer windows - 8 Vernons Lane, Appledore – RESOLVED - Recommend approval.

Cllr Robinson expressed an interest and left the meeting for this item.

0863/09 Proposed extension to existing flat roof garage - 7 Richmond Park, Northam – RESOLVED - Recommend approval.

(Vote: Unanimous)

0871/09 Proposed demolition of structurally unstable building and redevelopment with two detached dwellings with integral garages and parking forecourt - Two Rivers, Torridge Road, Appledore – RESOLVED - Recommend approval but reservations about the design and how it relates to adjacent buildings. Need to incorporate energy saving measures.

(Vote: Unanimous)

4. North Devon and Torridge Core Strategy

Members repeated their concerns that piecemeal development was unlikely to bring in the necessary supporting infrastructure and they RESOLVED to advise the District Council that the proposal of a new development to be accommodated in a condensed area on the corridor between Bideford and Barnstaple is the best option. The only possible exception being the provision of some affordable homes on a suitable site on the edge of Appledore.

(Vote: Unanimous)

5. Proposed waste to energy plant at Seven Brethren Bank, Barnstaple

Members considered the Scoping Opinion from the County Council Planning Officer and it was agreed to note this at this time.

6. Redevelopment of Appledore Methodist Church

It was noted that the property had been placed on the open market.
