Minutes of a meeting of the Town Council's Planning/ Licensing Committee held in the Council Chamber, Windmill Lane, Northam on Wednesday 15th July 2009

1. Minutes

The minutes of the Town Council's Planning/Licensing Committee held 24 th June 2009 were approved and signed.

2. Planning applications

0462/09 Proposed erection of 3 bungalows (Amended location Plan) - Paddock rear of Gainsborough Drive, Westward Ho!

Cllr Mrs Collins, as the Ward Member, advised Members that she was relaying the fears and concerns of local residents with regard to this proposal. She advised Members of the history of the site and drew attention to a similar application on a nearby site which was refused on appeal.

Cllr Hames, in support of Cllr Mrs Collins, also drew attention to the fact that the site was adjacent to the Coastal Protection Area where there needed to be overwhelming reasons why the land should be developed.

Cllr Langton read out a statement from Cllr Tisdale, the other Ward Member for Westward Ho!

Cllr Edwards proposed that the Council maintains its recommendation for refusal as the only change since it had last been considered was the addition of the land identified for open space.- RESOLVED - The Council noted that the only apparent amendment was the identification of part of the application site as a public open space. The Council maintains its objection to the application and recommends refusal as previously stated. It would also draw the attention of the District Council to the fact that a similar proposal close by was refused by the Inspector on appeal. The basis of his dismissal was that the character and appearance of this sensitive location close to the AONB would be harmed and the fact that the proposal was contrary to Policy CO3 of the Devon Structure Plan 2001-2016 and Policies DVT6, DVT7, ENV1, ENV5 and ENV6 of the Torridge District Local Plan 1997–2011, adopted in September 2004. The proposal is also close to the Coastal Preservation Zone where there have to be overwhelming reasons to justify why land should be developed.

0550/09 Proposed change of shop to residential use, replacement shop front 0582/09 and internal alterations Listed Building application - 18 Market Street, Appledore – RESOLVED - Recommend refusal. The property has not been on offer long enough to determine whether the change from a shop to residential is justified. The alterations would affect the nature and character of the centre of Appledore, the window design is not appropriate and not in balance.

0568/09 Proposed alterations and extension to bungalow and replacement garage

– Amended garage design to permission 0165/09 - The Magnolias, Avon Lane, Westward Ho! – RESOLVED - Recommend approval.

(Vote: Unanimous)

0576/09 Proposed roof alterations including loft conversion - The Beaver Inn,

85 Irsha Street, Appledore – RESOLVED - Recommend approval.

Cllr Hames declared a personal interest and did not vote.

(Vote: 6 For, 1 abst)

0595/09 Dockside, New Quay Street, Appledore – Proposed alterations and 0596/09 extension - RESOLVED - Recommend approval.

(Vote: Unanimous)

0605/09 Proposed loft conversion and extension - 15 Windmill Lane, Northam - RESOLVED - Recommend approval.

(Vote: Unanimous)

3. Re-development of Appledore Methodist Church Site

Cllr Osborne reported he had made enquiries with the owners of the property and at the present time there were no further developments.
