Minutes of a meeting of the Town Council's Planning/ Licensing Committee held in the Council Chamber, Windmill Lane, Northam on Wednesday 10 th June 2009
PRESENT: Chairman - Cllr C K Langton Members - Cllrs Mrs P D Biggs, Mrs A Boyle, Mrs S Collins, P Hames, R H Osborne, S Robinson, R Tisdale and 1 parishioner Apologies were recorded on behalf of Cllrs Mrs M Cox, A Eastman, B M Edwards and R W A Miller 1. Minutes The minutes of the Town Council's Planning/Licensing Committee held 27 th May 2009 were approved and signed. (Vote: Unanimous) 2. Planning applications 0423/09 Proposed conservatory to the rear of the property 7 Pebble Close, Westward Ho! – RESOLVED - Recommend approval. (Vote: Unanimous) 0433/09 Proposed conversion of 3 The Retreat and 15 Vernons Lane to single dwelling - 3 The Retreat, Vernons Lane. Amended Plans – RESOLVED - Recommend Refusal. Over intensive use of the site, out of keeping, changes the street scene, overbearing for the street, important not to destroy the character cottages of Appledore. Conservation Officer must submit independent report. (Vote: Unanimous) 0462/09 Proposed erection of 3 bungalows - Paddock, rear of Gainsborough Drive – RESOLVED - This application was identified by the District Council as open space but not adopted by them and has remained in private ownership since the development was completed. Members felt however that the design as presented was poor and not acceptable. There was also concern that no other land was being offered in exchange. It was resolved to Recommend Refusal on the grounds that the land is identified as public open space and that the design, which attempts to overcome the problems of skyline development, is poor and not suitable for the area and the site is not suitable for housing as it will be too close to the escarpment edge and will be seen against the skyline. (Vote: 7 For, 1 abst) 0474/09 Proposed demolition of existing cricket club house and construction of a new club house and greenkeeper's storage unit - Westward Ho! Cricket Club, the Seafront, Golf Links Road – RESOLVED - Recommend approval but concerned that the Club is not building in any energy saving or water saving features. The Council believes it would be in their interest to do that now rather than attempt it later on. (Vote: 7 For, 1 abst) 0482/09 Proposed construction of conservatory over existing bedroom – 9 Springfield Crescent, Northam – RESOLVED - Recommend Refusal – Concerned about overlooking. (7 For, 1 abst) 0485/09 Proposed extension and alterations to include raising of roof - San Mere, Sandymere Road – RESOLVED - Recommend Refusal – This is a very large extension of a modest bungalow and the proposal raised concerns of over-development with possible over-looking of neighbours. (Vote: Unanimous) Cllr Hames left the meeting at this juncture. 0511/09 Proposed single storey extension to rear and front of the property - Orchard Way, Glengarth Close – RESOLVED - Cannot determine the application as the poor drawings supplied do not show sufficient information, e.g. no adjacent properties shown, no site plan and difficult to understand what is proposed. (Vote: Unanimous) Cllr Mrs Collins left the meeting at this juncture. 0521/09 Proposed extension to front of property to provide kitchen and dining room - Syringa, Lakenham Hill – RESOLVED - Recommend approval Vote: Unanimous) |
