Minutes of a meeting of the Town Council's Planning/ Licensing Committee held in the Council Chamber, Windmill Lane, Northam on Wednesday 27 th May 2009

PRESENT: Chairman - Cllr C K Langton

Members - Cllrs Mrs P D Biggs, Mrs S Collins, Mrs M Cox, J Braund, A Eastman, B M Edwards, P Hames, R H Osborne, R Tisdale and 1 parishioner

Apologies were recorded on behalf of Cllrs Mrs A Boyle, R J Johnson, R W A Miller and S Robinson.

1. Election of Chairman

On a proposal by Cllr Tisdale, seconded by Cllr Edwards, Cllr Langton was elected to be Chairman for the ensuing year.

(Vote: Unanimous)

2. Election of Vice Chairman

On a proposal by Cllr Mrs Collins, seconded by Cllr Edwards, Cllr Mrs Cox was elected Vice Chairman.

(Vote: Unanimous)

3. The minutes of the Town Council's Planning/Licensing Committee held 13 th May 2009 were approved and signed.

(Vote: Unanimous)

4. Planning applications

0407/09 Proposed erection of dwelling – Land to rear of 6 Tors View, Westward Ho! Amended scheme – RESOLVED - Recommend approval but still concerned about the design which is not in keeping.

(Vote: 7 For, 1 against, 2 abst)

0432/09 Proposed ground floor extension - 19 Bay View Road, Northam – RESOLVED - Recommend approval

(Vote: Unanimous)

0433/09 Proposed conversion of 3 The Retreat and 15 Vernons Lane to single dwelling plus extension and associated works - 3 The Retreat, Vernons Lane, Appledore – RESOLVED - Recommend refusal. Over intensive use of the site, out of keeping, changes the street scene, overbearing for the street, important not to destroy the character cottages of Appledore. Conservation Officer must submit independent report.

0438/09 Proposed detached chalet bungalow and garage -11 Eastbourne Terrace,

Westward Ho! – RESOLVED - Recommend approval but concerned about the narrow access road and the consequent risk to pedestrians and children also concerned about access for the disabled and emergency vehicles.

(Vote: Unanimous)

0461/09 Proposed new chalet bungalow within garden - Newmead, Durrant Lane, Northam – RESOLVED - Recommend refusal. There is a need to keep the character of the area and this proposal would be both over-development and backland development. Also concerned about the increase in traffic.
