This was agreed 1004/32 Apologies Apologies were received from Cllrs Mrs Cox, Braund, Johnson, Miller, and Tisdale 1004/33 Declarations of interest: There were no declarations of interest 1004/34 To agree agenda as published. It was resolved to agree the Agenda as published 1004/35 To confirm and sign the minutes of the Planning meeting held 14 th April 2010 It was resolved to confirm and sign the minutes of the meeting as a correct record: 1004/36 To consider inclusion of a clause in all planning minutes relating to District Councillor involvement. It was resolved to include the clause in all planning minutes 1004/37 Devon County Council Planning Applications: Devon County Council, the determining Authority, has asked for comments from this Town Council on the following planning application: -
Town & Country Planning General Regulations 1992 – Regulation 3 NW/DCC/3043/2010 Construction of a new pre-school and associated outside play area, new access and three parking spaces including one disabled space at Field adjacent to Northam St George's C of E (V A) Infant School, Jackets Lane, Northam This application was considered after the applications listed below and it was resolved to adjourn it to a meeting to be held on 6 th May
1004/38 Torridge District Council Planning applications: Torridge District Council, the determining Authority, has asked for comments from this Town Council on the following planning applications:- It was formally noted that participation of the Councillors who are also members of Torridge District Council in both the debate and subsequent vote (in respect of any of the applications below, were preliminary taking account of the information matters) was on the basis that the views expressed made available at the time to the Town Council. The District Councillors were reserving their final views on the applications until they were in full possession of all the relevant arguments for and against.
1/0185/2020/FUL Location: 5 Factory Ope, Appledore Applicant: Mr & Mrs Tomlinson Proposal: Proposed extension and alterations to dwelling Cllr Edwards and Robinson declared prejudicial interests as the applicants were known to them and left the meeting. It was resolved with one abstention to recommend to Torridge District Council that this application be REFUSED as it is in a conservation area. It was considered that the inclusion of a flat roof was inappropriate as was the design. Members expressed serious concerns that this application had not been received prior to substantial construction work taking place.
Councillors Edwards and Robinson returned to the meeting 1/0258/2010/OUT Location: Anstruther, Raleigh Hill, Orchard Hill Applicant: Mr Peter Martin Proposal: Erection of a dwelling It was resolved to recommend to Torridge District Council that this application be REFUSED because of overdevelopment, over intensification and highways issues
1/0297/2010/FUL Location: 69 King Alfred Crescent, Northam Applicant: Mr Bell and Ms Clegg Proposal: Proposed two storey & single storey rear extensions It was resolved to recommend to Torridge District Council that this application be REFUSED because of over intensification and adverse effects on neighbours
1/0305/2010/FUL Location: 11 Eastbourne Terrace, Westward Ho! Applicant: Mr Alan Brewer Proposal: Variation of Condition 7 of Planning Permission It was resolved to recommend to Torridge District Council that this application be REFUSED because members could see no reason for any departure from clause 7.
1/0309/2010/FUL Location: Gemini, Goats Hill Road, Northam Applicant: Mr Graham Andrews Proposal: Entrance porch on north elevation Mrs Biggs declared a prejudicial interest, she is known to the applicants, and left the meeting. Cllr Robinson declared a personal interest and abstained from voting. It was resolved to recommend to Torridge District Council that this application be REFUSED because insufficient information has been supplied Cllr Mrs Biggs returned to the meeting.
