1. Minutes

The minutes of the Town Council's Planning/Licensing Committee held 13 th January 2010 were approved and signed.

0990/09 Proposed conservatory to rear of property - 4 Orchard Hill RESOLVED Recommend approval.

1212/09 Proposed variation of condition 3 of planning permission 939/86 to allow twelve months holiday occupancy - 50 Lenwood Country Club RESOLVED - Recommend approval

1214/09 Bideford Blues and Appledore Football Club, Sandymere Sports Centre, Sandymere Road amendment to approval given in 2009 to increase height of eastern boundary fence RESOLVED - Recommend approval

1223/09 Proposed extension to dwelling house including canopy porch - Hollygate, Limers Lane, Northam RESOLVED - Recommend approval

1235/09 Installation of a cast bronze bell on the seaward side of the sloping sea wall. Sea Wall, Churchfields car park, Appledore RESOLVED - Recommend refusal. It does not appear to have lived up to expectations in that it is doubtful that it rings, there is no evidence that it has become a tourist attraction and the promised consultation with the residents has not materialised. There is also concern that liability for maintenance and insurance will fall to the District Council.

Cllr Tisdale declared a prejudicial interest as a member of the Planning Committee that gave the temporary consent.

1236/09 Proposed change of use from residential to ground floor restaurant with ancillary takeaway facilities - 8 Market Street, Appledore RESOLVED - Recommend approval

0010/10 Proposed change of use from former hardware store to self contained flat - 9b Fore Street, Northam RESOLVED - Recommend refusal. It is believed that there are businesses that would wish to rent and that three applications from different people have been refused. It is hoped to provide evidence next week.

0015/10 Proposed two storey rear extension and detached garage to replace existing garage - 94 Bay View Road, Northam RESOLVED - Recommend approval

0033/10 Proposed loft conversion, internal alterations and single storey extension

0034/10 - 16 Myrtle Street, Appledore RESOLVED - Recommend Refusal There is no objection to the loft conversion or the internal alterations but with regard to the external extension the drawings are difficult to interpret and there is concern that the intention is to have a balustrade on a balcony on the upper terrace which would result in overlooking.

3. Local Development Framework – Pre-publication Core Strategy Development Plan Document

The Town Clerk reported that Officers of the District Council had offered to come and address the Council on the proposals. It was RESOLVED to invite them to the meeting of the Planning Committee scheduled for Wednesday 10 th February.
