Minutes of a meeting of the Town Council's Planning/ Licensing Committee held in the Council Chamber, Windmill Lane, Northam on 25th November 2009

1. Minutes

The minutes of the Town Council's Planning/Licensing Committee held 11 th November 2009, as amended, were approved and signed. It was RESOLVED to forward to the Torridge District Planning Department the additional comments in relation to the above amendment in respect of planning application 0980/09.

2. Planning applications

0861/09 12 Kipling Court, Kipling Terrace, Westward Ho! Listed Building application to insert replacement window to bathroom RESOLVED - Recommend approval but should be same style as other windows.

1062/09 Patmos, Limers Lane, Northam Proposed extension to rear of garage and alterations to entrance RESOLVED - Recommend approval but must remain as one dwelling.

1081/09 Rear of 7 Tors View, Westward Ho! Proposed erection of a dwelling - RESOLVED - Recommend refusal. The proposal is too solid and detracts from the amenities of the neighbouring properties. Because of its solid nature it will encroach on the skyline. Its position adjacent to the AONB gives cause for concern. With its neighbour it will give the appearance of a continuous mass against the skyline which is unacceptable. The proposal appears to contravene a number of planning policies and these include Policy CO3 of the County Structure Plan and DVT6, DVT7, ENV1, ENV5 and ENV6 of your Local Plan.

1083/09 3 Venton Drive, Westward Ho! Proposed extension to dwelling including dormers to front and rear amendment to planning permission 0547/09 - RESOLVED - Recommend approval.

1092/09 San Mere, Sandymere Road, Northam Proposed addition of an external chimney RESOLVED - Recommend refusal. The design is hideous and far too big. Suggest the applicant integrates the chimney into the design of the property.

1095/09 46 Market Street, Appledore - Renewal of consent for erection of dwelling including alterations to existing dwelling RESOLVED - Recommend refusal. The site is too small, there would be the loss of a valuable garage, is out of keeping, and prone to flooding. The proposal lacks windows and the lower floor level would exacerbate the flooding risk. This is an undesirable form of development which would lack natural light and have a detrimental effect upon its neighbours and would therefore provide a poor quality of light for future occupiers. It is essential that the Conservation Officer visit the site and assess the situation.
