Minutes of a meeting of the Town Council's Planning/ Licensing Committee held in the Council Chamber, Windmill Lane, Northam on 28th October 2009

 

PRESENT: Chairman - Cllr C K Langton

Members - Cllrs Mrs P D Biggs, Mrs A Boyle, Mrs S Collins, Mrs M Cox, B Edwards, P Hames, R Johnson, R Tisdale and 4 parishioners

Apologies were recorded on behalf of the Town Mayor, Cllr R H Osborne, Cllrs J Braund, A Eastman and S Robinson.

1. Minutes

The minutes of the Town Council's Planning/Licensing Committee held 14 th October 2009 were approved and signed.

(Vote: 8 For, 1 abst)

Cllr Mrs Cox made the following statement: -

“As both a Town and District Councillor I wish to make it clear that I will reconsider the matter(s) at the District level, taking into account all relevant evidence and representations at the District Council's Plans Committee.”

2. Planning applications

0824/09 19 Dudley Way, Westward Ho! – Proposed extension to dwelling – RESOLVED - Recommend approval.

(Vote: Unanimous)

0869/09 Land to the West of Avon Lane, Westward Ho! – Proposed residential development of 24 homes on land to the west of Avon Lane, in accordance with the terms of application 2625/2006OUT – RESOLVED - Recommend refusal for the following reasons:-

(a) Loss of privacy for existing dwellings from overlooking;

(b) Unsuitable development of three storey dwellings alongside bungalows;

(c) Over-density compared to adjacent properties;

(d) Some of the new properties will be less than 21 metres from existing dwellings;

(e) The bulk and mass of some of the designs is excessive;

(f) The water run off from the extensive impermeable areas created will result in drainage problems. Some of the sewers in Westward Ho! are already over-loaded.

0940/09 Lark Rise, Daddon Hill, Northam – Proposed creation of covered walkway - RESOLVED - Recommend approval

0954/09 15 New Street, Appledore – Proposed erection of first floor rear bathroom over existing kitchen - RESOLVED - Recommend approval if no neighbourhood problems.

(Vote: Unanimous)

0955/09 15 New Street, Appledore – Proposed demolition of existing garage and replace with garage and workshop below - RESOLVED - No objection but any consent needs to ensure that the use is restricted to that appropriate for a residential property. Council concerned that the history of this site has involved enforcement action to stop motor car repairs.

0965/09 Ye Champion of Wales, Meeting Street, Appledore – Proposed 0966/09 installation of new French doors to provide access to rear courtyard including steps and wrought iron railings. Listed Building application - RESOLVED - Recommend approval

0985/09 Land adjacent to Puffins, Torridge Road, Appledore – Renewal of consent for demolition of existing garages and erection of two dwellings - RESOLVED - Recommend refusal. Proposal would result in loss of off road parking. See Council's comments on the original application.

1030/09 Duckhaven Stud, Cornborough Road, Westward Ho! – Proposed conversion of 18 stables to 4 holiday units - RESOLVED - Recommend refusal. Concerned that this would set a precedent. Equestrian use was very close to agriculture which was the argument to allow this development in the first place. If the equestrian need has now gone then the site should revert to agriculture. The Council would support the letter of objection submitted by the CPRE and also point out that the wildlife report submitted is not complete. The person who undertook the survey was not able to investigate properly the roof spaces and not establish whether there was a bat colony there or not.
