Minutes of a meeting of the Town Council's Planning/ Licensing Committee held in the Council Chamber, Windmill Lane, Northam on Tuesday 29th July 2008.

1. Minutes

The minutes of the Town Council's Planning/Licensing Committee held 16 th July 2008 were approved and signed.

2. Planning applications

0572/08 Proposed retention of decking in back garden - 2 Estuary View, Northam ` - RESOLVED - Recommend refusal as before.

(Vote: Unanimous)

0573/08 Proposed creation of new access involving demolition of wall and rebuild a return wall - The Crumbles (formerly Belle Vue) North Street, Northam – RESOLVED - Recommend refusal. Does not provide additional on road space and as the property is set in a conservation area this would set an unwelcome precedent.

(Vote: 10 For, 1 abst)

0621/08 Proposed erection of three 9 metre high electricity generators - Skern Lodge, Watertown, Appledore – RESOLVED - Recommend refusal. Concerned that this will result in industrialisation of the countryside which is specially protected as a coastal preservation zone. Concerned about possible noise and more information required - example - wind records at the sites proposed.

(Vote: 10 For, 1 against)

0648/08 Proposed erection of 160 holiday apartments, indoor swimming pool and cafe/bar and enhancement to part of the promenade - the former John Fowler Holiday Park, Bath Hotel Road, Westward Ho! – RESOLVED -

Recommend approval but would like to see alternative energy provision incorporated and also water catchment and re-use. Important that the architectural detailing in respect of materials takes account of the aggressive salt-laden atmosphere of Westward Ho!

0720/08 Proposed extraction system and duct work and formation of rear door opening - 9A Fore Street, Northam – RESOLVED - Recommend approval.

(Vote: Unanimous)

0721/08 Proposed removal of condition 2 of planning permission granted in 2007 requiring window in north elevation to extension to be obscure glazing - 4 Broadlands, Northam – RESOLVED - Recommend approval.

Cllr Langton declared an interest and did not vote.

0728/08 Proposed alterations to approved balcony and construction of hipped roofs to existing flat roof dormers - 84 Bay View Road, Northam – RESOLVED - Recommend approval.

(Vote: Unanimous)

0733/08 Proposed first floor extension and provision of vehicular splayed entrance, drive and turning area. Morningside, 8 Burrough Road, Northam – RESOLVED - Recommend approval

(Vote: Unanimous)

Cllr Mrs Cox joined the meeting at this juncture.

0739/08 Proposed change of use of premises from ground and first floor offices and second floor flat to ground floor offices and flat, first floor flat and second floor flat - 1 Cross Street and 12 Fore Street, Northam – RESOLVED - Recommend refusal. Concerned about the loss of commercial space which will reduce the employment opportunities in Northam.

0740/08 Proposed extension/alteration to provide accommodation within roof space (involving raising roof height and chimney) - 2 Northdene, Raleigh – RESOLVED - Recommend approval so long as the roof height is not overpowering to neighbours' properties.

0753/08 Proposed demolition of existing dwelling and erection of new dwelling - 142 Bay View Road, Northam – RESOLVED - Recommend approval but would like to see renewable energy provision and use of rainwater on site.

(Vote: Unanimous)

0782/08 5 Seaview Road, Northam – Certificate of lawful development for the erection of a conservatory – Noted.

(Vote: Unanimous)

0792/08 Proposed erection of a single storey extension to existing dwelling and new detached garage - 26 Riversmeet, Appledore – RESOLVED - Recommend approval.
