Minutes of a meeting of the Town Council's Planning/ Licensing Committee held in the Council Chamber, Windmill Lane, Northam on Wednesday 15 th April 2009

1. The minutes of the Town Council's Planning/Licensing Committee held 31 st March 2009 were approved and signed.

(Vote: Unanimous)

Cllrs Mrs Cox and Robinson made the following statement: -

“As both a Town and District Councillor I wish to make it clear that I will reconsider the matter(s) at the District level, taking into account all relevant evidence and representations at the District Council's Plans Committee.”

2. Planning applications

0207/09 Proposed Outline application for a dwelling - Hillcote West, First Raleigh – RESOLVED – Recommend refusal. Proposal would constitute over-development for this area. The effect would be to spoil the distinctiveness of the area. There are also concerns about the increase in traffic.

0222/09 Proposed demolition of existing bungalow and garage and erection of two houses with linked garages - Withacott, Heywood Road, Northam – RESOLVED – Recommend approval and would like to see energy efficient measures built in at construction stage in order to meet the carbon reduction strategy of the District Council. Also re-use materials claimed from the demolition.

0227/09 Proposed extension over garage and internal alterations at first floor level 29 Benson Drive, Northam – RESOLVED – Recommend approval but continue the brick stripe on the front elevation to maintain the appearance of the building.

(Vote: Unanimous)

0257/09 Proposed variation of condition 3 of outline permission to allow the provision of netting - Royal North Devon Golf Club – RESOLVED – Recommend refusal. This land constitutes a buffer to Northam Burrows and the proposal would pose a problem for wildlife e.g. ground nesting birds.

0264/09 Proposed single storey rear extension (sun room) - Coppins, Glengarth Close, Northam – RESOLVED – Recommend approval

0274/09 Proposed change of use from former hardware store to self contained flat - 9b Fore Street, Northam – RESOLVED – Recommend refusal. Important to maintain local shops. This proposal is against Local Policy and the two-year rule. Proper evidence needs to be supplied.

(Vote: 8 For, 1 abst)

0282/09 Proposed replacement of 3 second floor windows on front elevation. 6 0283/09 Market Street, Appledore - RESOLVED – Recommend approval. Would like to see sustainable timber used for the frames.

(Vote: Unanimous)

0285/09 Proposed enlargement of existing dormer window to front plus new dormer window to rear and minor alterations - 9 Alpha Place, Appledore - RESOLVED – Recommend refusal. The dormer windows are too large particularly the one to the rear of the building which makes the proposal out of keeping and too over-bearing for the building itself.

0310/09 Proposed conservatory - Lyles, Fore Street, Northam – RESOLVED – Recommend approval.

0316/09 Reserved Matters application – residential development of 2 dwellings - Land east of Glenrowan, Orchard Hill – RESOLVED – Recommend refusal. Design does not fit with local distinctiveness
