Minutes of a meeting of the Town Council's Planning/ Licensing Committee held in the Council Chamber, Windmill Lane, Northam on Wednesday 18th March 2009. The minutes of the Town Council's Planning/Licensing Committee held 24 th February 2009 were approved and signed. (Vote: Unanimous) 2. Planning applications 0941/08 Proposed redevelopment to provide 12 flats, 2 shops, 2 restaurants, and car parking - provison of Tourist Information Centre, Office and 2 flats with 2 fabric structures, The Buccaneer, Bath Hotel Road, Westward Ho! – RESOLVED - Recommend approval (Vote: Unanimous) 1295/08 Proposed Removal of existing dwelling, construction of new residential care home - Amended Plans - 45/47 Atlantic Way, Westward Ho! - RESOLVED - Recommend refusal. The Council's concerns expressed in the previous application have not been sufficiently addressed. The proposal is still too large. (Vote: Unanimous) 0084/09 Proposed construction of new artificial grass sports pitch with fencing, floodlights and improvement of access. Bideford Blues and Appledore Junior Football Club, Sandymere Road – RESOLVED - Recommend approval Cllr Langton declared a personal interest and left the room and Cllr Osborne was elected to be Chairman for this item. (Vote: Unanimous) 0118/09 Proposed change of use to form 1 one bedroomed apartment in roof space and 1 two bedroomed apartment within garage area. Ferndale House, 3 Atlantic Way, Westward Ho! – RESOLVED - Recommend approval (Vote: Unanimous) 0119/09 Proposed 2 no two bedroomed flats, with 2 garages and 1 parking space – Amended scheme to permission granted in 2004. Mrs B's and Fairway Buoy Public House, Golf Links Road – RESOLVED - Recommend approval (Vote: Unanimous) 0129/09 Proposed alterations and extensions, loft conversion and extension to rear - 9 Glenburnie Road, Orchard Hill – RESOLVED - Recommend approval. The proposal looks satisfactory on the drawings but concerned that there may be overlooking problems for neighbours. (Vote: Unanimous) 0132/09 Proposed Detached chalet bungalow and garage - Land at rear of 11 Eastbourne Terrace, Westward Ho! – RESOLVED - Recommend approval but would point out that the proposal is to the front of Eastbourne Terrace and not the rear as described. (Vote: Unanimous) 0134/09 Proposed demolition of existing garage – proposed 2-storey side extension with integral garage. 27 Scott Avenue, Appledore – RESOLVED - Recommend approval (Vote: Unanimous) 0157/09 Proposed partial change of use from private garage to small workshop. Falcon, 10A Atlantic Way, Westward Ho! – RESOLVED - Recommend approval subject to the advice of the Environmental Protection Officer being incorporated into any consent. (Vote: Unanimous) 0165/09 Proposed alterations and extension to bungalow and replacement garage. The Magnolias, Avon Lane, Westward Ho! – RESOLVED – Recommend approval (Vote: Unanimous) 0171/09 Proposed Variation of condition 2 of planning permission 0812/08 to enable the use of the existing access to Sandymere Road as a secondary access to the equestrian/agricultural use - Follyfoot Manor, Sandymere Road – RESOLVED - The Council will accept the view of Devon County Council as the experienced Road Safety Authority. (Vote: Unanimous) 0179/09 Proposed conservatory to front of bungalow - 22 Staddon Road, Appledore – RESOLVED – Recommend approval (Vote: Unanimous) 0191/09 Proposed installation of a 12m high mock street light telecoms mast with 3 antenna and associated equipment cabinet. Heywood Road – opposite Durrant House Hotel by entrance to Port Hill – RESOLVED - Recommend refusal on health and safety grounds. (Vote: Unanimous) 0205/09 Proposed alterations and extension to dwelling - Puffins, Torridge Road - Re-submission of application no 0147/08 - RESOLVED - Recommend refusal. Council remains concerned about the impact on Victoria Crescent. No drawings are supplied in order to assess how the proposal affects the neighbours. There is a need to be able to see the proposal from every angle. (Vote: Unanimous) 3. Re-development of Appledore Methodist Church Site Cllr Osborne reported that he had been given to understand by the Church Authorities that they were looking to convert the Church building into two dwellings but that no decision had been made with regard to the remainder of the property. Cllr Eastman reported that the Appledore Community Land Trust had written to the Church Authorities expressing an interest. (Vote: Unanimous)
