Minutes of a meeting of the Town Council's Planning/ Licensing Committee held in the Council Chamber, Windmill Lane, Northam on Tuesday 25th November 2008

1. Minutes

The minutes of the Town Council's Planning/Licensing Committee held 28 th October 2008 were approved and signed.

2. Planning applications

0449/08 Proposed 3 no 2 storey dwellings and pavement fronting site - Buckleigh Service Reservoir, Bay View Road – RESOLVED - Recommend approval but concerned about the lack of measures to deal with surface water run off, i.e. all the surrounding surfaces are hard – should they not be porous? No provision for renewable energy and would question the insulation – should not South West Water be leading on these matters, particularly those dealing with conservation of water?

Cllr Mrs Boyle joined the meeting at this juncture.

0962/08 Proposed erection of a summerhouse in the garden - Quay House 4 The Quay, Appledore – RESOLVED - Recommend approval.

(Vote: Unanimous)

1085/08 Proposed replacement of defective French window. Flat 2, 7 Kipling Terrace, Westward Ho! – RESOLVED - Recommend approval.

(Vote: Unanimous)

1086/08 Proposed erection of Hubbastone Memorial Stone - Western Hill, Appledore – RESOLVED - Noted

Cllr Mrs Biggs joined the meeting at this juncture.

1098/08 Proposed single storey side extension - Captain's Corner, 78 Irsha Street, Appledore – RESOLVED - Recommend approval subject to materials being approved by Conservation Officer.

(Vote: Unanimous)

1099/08 Proposed detached dwelling - Land to rear of 6 Tors View, Westward Ho! – RESOLVED - Recommend approval but concerned about the design which appears ugly.

(Vote: 10 For, 1 abst)

1119/08 Proposed construction of kiosk for the sale of fast food - Carousel Amusements, Westbourne Terrace, Westward Ho! – RESOLVED – Recommend approval – please ensure that condition imposed regarding the collection and disposal of litter that will arise from this establishment.

Cllr Johnson declared an interest and left the meeting for this item.

1132/08 Proposed extension/alteration to provide accommodation within roof space involving raising roof height and chimney - 2 Northdene, Raleigh Hill – RESOLVED - Recommend approval so long as neighbours not seriously affected.

1144/08 Proposed retrospective application for a detached conservatory - The Duckery, 12 Newquay Street, Appledore – RESOLVED - Recommend refusal. This building is too large and would more properly be described as a summerhouse and not a conservatory. It is situated in a conservation area and forms part of the original Richmond Dock site which includes a Grade II* listed structure. The Council would question whether there were any development control conditions applied to the original consent for the house that would be applicable.

Cllr Mrs Collins joined the meeting at this juncture.

Whilst debating this application Members were critical of retrospective applications. It was RESOLVED to write to the Devon Association of Parish Councils to seek their advice and also to establish whether there was a grass roots feeling that stronger punitive measures should be introduced.

3. Re-development of Appledore Methodist Church

Cllr Osborne reported that he had been in contact with a number of organisations regarding the possible future uses of the chapel but he had made it clear that the Council were not committed financially in any way. Cllr Eastman made reference to the Appledore Community Land Trust and the Local Needs survey which was currently under way.
