Minutes of a meeting of the Town Council to consider planning applications and allied matters held in the Council Chamber, Windmill Lane, Northam on Wednesday 16th March 2005

1.         North Devon Areas of Outstanding Natural Beauty

           

Members received a presentation from Linda Blanchard in respect of the Area of Outstanding Natural Beauty.  She outlined the history of the designation and advised that they have the same status as a National Park

 

The Team involved are aiming to raise the profile of the landscapes and have a twenty-year vision with a five-year action plan and are looking to work with various partners and encompass everyone who lives and works in the areas and encourage others to be involved.

 

2.         Minutes

           

The minutes of the meeting of the Town Council to consider planning applications and allied matters held 9th February 2005 were approved and signed.

3.         Proposed community centre and residential development at Knapp

 

Standing Orders were suspended to enable Mr Sherry on behalf of Greyshott Developments Ltd to present the proposals for the community centre etc at Knapp House.

 

Cllrs Waters and Davies declared a personal interest in this item at this time.

 

Mr Sherry advised that there were lots of issues still to be flushed out but he thought that there was a cautious element of support.  Funding would be a big issue which would come about through grants, developer contributions and capital from sale of local assets, the intention being that the building would be self financing.  The Developers’ rationale for developing this site was that Knapp House would be classed as a brownfield site.

 

4.         Planning applications

 

Cllr Davies declared an interest as a District Councillor and took no part in considering planning applications and did not vote but he continued to chair the meeting.

 

Cllr Sturges declared an interest and left the meeting. 

 

 

 

 

 

Cllr Waters declared a personal interest in this item and abstained.  Cllr Miller declared

a prejudicial interest and left the meeting for the item.

0123/05           Proposed residential redevelopment of 10 No 2 bedroom flats and 1 no 3 bedroom penthouse, with car parking. Nelson Inn, 5 Nelson Road, Westward Ho! – RESOLVED – Recommend approval subject to the new building not exceeding the height of the existing Nelson Inn.

0154/05           Proposed residential development - Land adjoining Churchill Way, Northam – RESOLVED – Recommend approval subject to the consent having due regard to the District Council’s policies on sustainability and tree protection and preservation.  There are a number of mature trees on the site which are worthy of due consideration.

5.         Notice of Motion

 

Members considered a Notice of Motion from Cllr Barnes – That this Council seeks to have the footpath link between the Wainhomes site and Prowting site, Cornborough Road, completed and makes appropriate representations to the District and County Councils.  Cllr Barnes advised that Wainhomes will not complete their section of the path and also that Alan Smith was willing to allow a permissive path to be created across his land which would give access to Westward Ho! village.  It was RESOLVED to write to the District Council requesting them to enforce the provision of this path as required by the planning consent.

Members noted the invitation to the annual dinner and it was left for individuals to contact Cllr Bradford MBE.
